137 <br />REPORTS OF THE CITY MANAGER <br />Request for Annexation of Approximately 39.20 acres (Kass and Harris) and 9.13 <br />acres (Pignataro) located on Sycamore Road <br /> Councilmember Mohr abstained from participating on this item due to Con- <br />flict of Interest. <br /> <br /> Mr. Elliott presented his report (SR 87:222) dated May 19, 1987, regarding <br />this matter. <br /> <br /> Mr. Keith Kass, 966 Sycamore, stated he is requesting annexation under the <br />"Agricultural" zoning in order to get City water and to be able to vote in <br />City elections. He stated that at the present time Shea Homes is planning to <br />build on the Lund Ranch; the new road will dead end at his property. He <br />stated if he is annexed he would like to run water lines in the same trench as <br />PG&E and Shea Homes. He stated he does not want sewer connection. <br /> <br /> Mr. Mike Harris, 986 Sycamore, stated there is a reservoir being built on <br />property behind his home and a transmission line running through his property. <br />He stated if annexed his property will not create an island as the Lund Ranch <br />wings behind his parcel. He stated that only he and Mr. Kass are asking for <br />annexation at this time. <br /> <br /> Mr. Guy Degarmo, 582 Sycamore, stated he owns one-half acre and whether or <br />not he annexes does not impact the area, however, the Pignataro annexation <br />would create an island. He stated he is not in favor of annexation, but would <br />like to get water and sewer. He stated it is difficult to determine how many <br />property owners are in favor of annexation and how many are not in favor of <br />it. <br /> <br /> Ms. Avila, 715 Sycamore, stated she is against annexation. She stated she <br />was not notified of this item on the agenda. She asked that it be continued <br />to allow more neighbors to be aware that it is being considered by Council. <br />Mr. Walker explained that the first step in the annexation process is for <br />Council to consider whether or not they wish to further review an annexation <br />request. If they do then notices are sent out to property owners in the af- <br />fected area when the item is formally considered by Council. <br /> <br /> Ms. Kathryn Campbell, 893 Sycamore, stated she is opposed to annexation. <br /> <br /> Mr. Jack Ward, 982 Sycamore, stated he is opposed to annexation, and <br />resents having to come to Council meeting to argue to point again and again. <br />He stated that Council has turned down this type of annexations before; there <br />are more negatives now than in the past. He stated he talked to the School <br />District this date who advise they are not ready to annex to the City. Also <br />the Ritchie property is not in favor of annexation. He stated that Mr. Kass <br />has publicly stated he will request "Agricultural" zoning which will only al- <br />low one house per five acres; but Mr. Harris has not stated what he would <br />request for zoning - he could build as many as 90 homes on that property. Mr. <br />Ward stated there is much anxiety among the residents of the Happy Valley area <br />because they are afraid development will change the character of the neighbor- <br />hood. He urged Council to deny these annexation requests. <br /> <br /> Mayor Mercer explained that Council is required to consider each annex- <br />ation request as it is received. <br /> <br /> - 13 5-19-87 <br /> <br /> <br />
