139 <br /> Mr. John Sente, 670 Sycamore, stated he had tried to get a permit to build <br />a larger house and can't because of septic tank requirements. He cannot sell, <br />he cannot build, and he cannot be annexed because the people don't like it. <br />He felt the City should provide water and sewer. <br /> <br /> Mr. Kass stated the City water line will dead end at his property and it <br />will only be a matter of running it to his house. He felt that "Agricultural" <br />zoning would not adversely impact the area. <br /> <br /> Mr. Harris stated when he built his house there was no mention of a reser- <br />voir being built at this location; he would not have built his home there had <br />he known. He stated he does not want the pipeline going through his property. <br />The City is going to condemn the property to get the line through there. Mr. <br />advised that his property and that of Mr. Kass will not create an island. He <br />stated he would like to get City services, and feels he has a right to do so. <br />He stated he will request zoning under the General Plan - low density. <br /> <br /> Ms. Mary Grand, 386 Sycamore, stated she is opposed to annexation. <br /> <br /> Mr. Art Dunkley, representing land management consultants for the School <br />District property, stated that when working with the neighbors relative to the <br />preplanning of this property he found their major concerns to be preservation <br />of the character and life style of the area, traffic created by additional <br />development, and flooding. He favored Option 1 of the staff report - annex <br />the parcels owned by Kass and Harris, approximately 39.20 acres. That would <br />help the school district in their planning and also alleviate concerns of the <br />neighbors. He stated the school district has not joined this annexation be- <br />cause they have a commitment with the neighbors that has not been completed. <br /> <br /> Ms. Joan Fraser, 387 Sycamore, stated she does not want the area Changed; <br />leave it the way it is. <br /> <br /> Mr. Rick McKeon, Sycamore Road, stated he is most assuredly against <br />annexation. <br /> <br /> Councilmember Butler stated that here again property owners are asking for <br />annexation as a way to insure control by the City rather than the County. <br /> <br /> It was moved by Councilmember Butler to start initiation proceedings to <br />annex the Kass and Harris properties only. <br /> <br /> The motion died for lack of a second. <br /> <br /> Councilmember Brandes stated he is only willing to look at the property on <br />the north side of Sycamore, and felt it is inappropriate to consider the Kass <br />and Harris parcels without knowing about the school district property. He <br />would choose to wait to see if there is any action on the school district <br />property. <br /> <br /> Mayor Mercer stated that if the Ward and Ritchie properties hold out then <br />LAFCO would not approve the annexation. <br /> <br /> Councilmember Wilson stated he favors including all the property on the <br />north side of Sycamore in the annexation. <br /> <br /> - 14 5-19-87 <br /> <br /> <br />
