He added this would <br />provide a safety valve from First Street. He stated that many people feel <br />that a left turn should be installed as evidenced by the number of signatures <br />on petitions. He urged that Council favor the Planning Commission recommenda- <br />tions that the Bernal Avenue/Main Street intersection be modified to allow all <br />movements at an unsignalized intersection. <br /> <br /> Ms. Doris Polaski, 243 Main Street, stated this is not just a problem of <br />the business owners; it also adversely effects the residents. She presented a <br />petition, signed by 571 citizens, which read as follows: <br /> <br /> "We, the undersigned, feel that the Main Street road construction and ul- <br /> timate lack of a lefthand turn onto Sunol Blvd., has been and will con- <br /> tinue to be detrimental to the small businesses located on Main Street or <br /> near vicinity, causing them loss of business and revenue because of re- <br /> duced traffic flow. We request the City of Pleasanton reconsider this <br /> matter and allow for a lefthand turn onto Sunol Blvd. from Main Street." <br /> <br /> Mr. A1 Bronzini, 719 Main Street, stated he wants to go on record in sup- <br />port of the comments made by Mr. Hirst; to take a look more more time to make <br />a left turn without creating any serious traffic hazards. <br /> <br /> Mayor Mercer asked what the difference in cost would be to complete the <br />project and make changes later or stop the project now. Mr. Elliott stated <br />the City would not save any significant amount by stopping the project at this <br />time; it means the intersection at Sunol, First, and Bernal would stop also. <br />He felt it would be in the best interest to continue. <br /> <br /> Councilmember Mohr asked when the Downtown Specific Study would be com- <br />pleted. Mr. Swift advised that a draft report is being circulated at this <br />time, but that it only considers traffic movements that are under construction <br />at this time. <br /> <br /> Councilmember Butler asked if the:traffic studies that have been done in- <br />clude the completion of the Valley Avenue extension. Mr. Swift advised that <br />they do include this extention. Councilmember Butler asked if some portion of <br />the median would have to be torn out if a left turn lane is installed. Mr. <br />Elliott advised that part of the median would have to be torn out. <br /> <br /> Councilmember Wilson stated he felt the work should be completed as <br />planned and that Council should review the matter in six months to see the <br />results of the improvements. <br /> <br /> Councilmember Mohr asked where a U-turn could legally be made. Mr. E1o <br />liott stated he felt a U-turn could be made at the cut opposite the Police <br />Department but he has not discussed this matter with the Police Chief and is <br />not sure how he feels about it. <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and <br />seconded by Councilmember Mohr, instructing the Director of Public Works to <br />allow the Main/Bernal/Sunol Intersection project to be completed as originally <br />designed and directing staff to incorporate analysis of the intersection al- <br />lowing all movements at that location as part of the proposed Downtown <br />Specific Plan; and that Council will review this entire matter in six months <br />to determine the impacts of the improvements. <br /> <br /> 4 - 12-15-87 <br /> <br /> <br />
