89 <br />PUD-85-15-1D, Ap lication of Currin/Timm Development for development plan ap- <br />proval for the P~ase I portion of the'Golden Eagle Farms projec~ consisting of <br />130 units (115 clustered SFD/15 custom lots/ on an approximately 52 acre site <br />located on the east side of Foothill Road just north of Castlewood Country <br />Club. Zoning for the property is PUD (Planned Unit Development}-Low Density <br />Residential District <br /> Mr. Swift presented his report (SR 87:527} dated December 1, 1987, regard- <br /> ing this matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> Mr. Ted Fairfield, Civil Engineer, representing the applicant, stated this <br />is the first phase for the project, which they plan to start construction in <br />the Spring of 1988. He requested that the fence be an open fence. He ex- <br />plained that landscaping would cover the fencing within a couple of years. He <br />also requested that a four-way stop be considered at the entry to the project, <br />if not now at least when occupancy takes place. <br /> <br /> Council discussed ensued regarding Councilmember Mohr's suggested or- <br />dinance that would require soundwalls in subdivision because of noise, <br />deteriorating wooden fences, etc. Mayor Mercer asked if a condition could be <br />included that would relieve the City from any responsibility of installing a <br />soundwall later on should the property owners decide that is necessary. Mr. <br />Fairfield stated he would agree to such a condition, or it could be included <br />in the CC&R's, which are recorded. <br /> <br /> No one in the audience spoke in opposition to the item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember But- <br />ler, that Ordinance No. 1347, to be read by title only and waiving further <br />reading thereof, after finding that the proposed final development plan is <br />consistent with the preliminary development plan, purposes of the PUD Dis- <br />trict, and the goals and policies of the General Plan; approve PUD-85-15-1D, <br />application of Currin/Timm Development for development plan approval for the <br />Phase I portion of the Golden Eagle Farms project consisting of 130 units (115 <br />clustered single-family dwellings/15 custom lots) on an approximately 52 acre <br />site located on the east side of Foothill Road just north of Castlewood Coun- <br />try Club, subject to the amended conditions of approval as shown in Staff Re- <br />port 87:527, and approving the final development plan subject to conditions <br />attached as Exhibit B in Staff Report 87:527; that Condition 9 requiring a <br />masonry wall along Foothill Road be modified to permit alternate design sub- <br />ject to approval by the Planning Director, that an item be included in the <br />CC&R's the relieve the City of any responsibility for installing a soundwall <br />in the future, and that a four-way sign be placed at the entry to the project, <br />be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />PUD-87-25, Application of Kamp, Kral, Crouch for development plan approval for <br />a four-parcel, single family residential development to be located on an ap- <br />proximately 1.2 acre site at 3775 Mohr Avenue. Zoning for the property is PUD <br /> <br /> 6 - 12-1-87 <br /> <br /> <br />
