Zoning for the property is PUD (Planned Unit Development)-Commercial <br /> District <br /> <br /> Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 87:488) dated November 3, 1987, regard- <br /> ing this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br /> negative declaration. <br /> <br /> Mr. Mike Cooper, Cooper and Sword, 200 Rose Avenue, representing the ap- <br /> plicant, presented project plans and vicinity map. He stated this is a dif- <br /> ficult site to work with but felt the car wash is an appropriate use for the <br /> property. He stated there is a need for this type of facility in Pleasanton. <br /> He met with the surrounding neighbors, two homeowner groups and both boards, <br /> and all voted in favor of the project. <br /> <br /> Council discussion ensued regarding car stacking, sewage capacity, and <br /> whether or not alcoholic beverages would be sold. Mr. Cooper stated the site <br /> will hold 39 vehicles without those in the tunnel; they expect 100 vehicle per <br /> day. He advised that each car wash used approximately 15 gallons, which is on <br /> the low range of sewage capacity. He stated there would not be any alcoholic <br /> beverages sold at the facility. <br /> <br /> Mayor Mercer asked about recycling of the water and how the toxic matters <br /> would be gotten rid of. Mr. Bill Helwick stated that sludge would be re- <br /> claimed in a tank and hauled off to another dump site every three to six <br /> months; it never goes into City sewer. <br /> <br /> Councilmember Brandes asked about the signage plan. Mr. Cooper advised <br /> that it will be prepared later. <br /> <br /> Councilmember Wilson asked if the facility would be a full car wash ser- <br /> vice. Mr. Cooper stated that it would be. <br /> <br /> Mr. Cooper stated he had concern about Condition 12, requiring that an <br /> overhead wood trellis feature be installed along the north building elevation; <br /> he did not feel this was necessary. <br /> <br /> - 6 11-3-87 <br /> <br /> <br />
