Mr. Peter Schutz, 533 Peters Avenue, Architect, stated he felt the trellis <br />would become lost and would not enchance the design of the project. He added <br />that all freeway frontage has minimal visibility. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember But- <br />ler, that Resolution No. 87-489, determining on the basis of a review of ini- <br />tial environmental study done for this project, that no significant environ- <br />mental impact would occur as outlined in the City's guidelines and that a <br />negative declaration is appropriate in connection with PUD-87-24, application <br />of Brookside Development Company for Planned Unit Development rezoning and <br />development plan approval for an approximately 5,650 sq. ft. automobile wash- <br />ing facility and related improvements to be located on an approximately 0.90 <br />acre site located on the north side of Pimlico Drive approximately 800 feet <br />east of the intersection of Santa Rita Road and Pimlico Drive, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember But- <br />ler, to approve PUD-87-24, application of Brookside Development Company for <br />planned unit development rezoning and development plan approval for an auto- <br />mobile washing facility and related improvements to be located on an approxi- <br />mately 0.90 acre site located on the north side of Pimlico Drive, subject to <br />conditions set forth by Planning Commission except deleting Condition No. 12 <br />relative to requiring a trellis, and adding a condition that the facility will <br />be a' full service car wash. <br /> <br /> Mayor Mercer stated he could support the motion if two more conditions <br />were added: (1) that the signage plan comes back to City Council for approval; <br />and (2) that no alcoholic beverages will be sold on the premises. <br /> <br /> Councilmember Butler stated he could not support these conditions, and <br />withdrew his second. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wil- <br />son, that Ordinance No. 1345, to be read by title only and waiving further <br />reading thereof, and finding that the rezoning and development plan are con- <br />sistent with the General Plan and the purposes of the PUD ordinance; approve <br />PUD-87-24, application of Brookside Development Company for Planned Unit <br />Development rezoning and development plan approval for an approximately 5,650 <br />sq. ft. automobile washing facility and related improvements to be located on <br />an approximately 0.90 acre site located on the north side of Pimlico Drive <br />approximately 800 feet east of the intersection of Santa Rita Road and Pimlico <br />Drive, subject to conditions listed in Attachment A of Staff Report 87:488 but <br />deleting Condition No. 12 relating to requiring a trellis along the north <br />building elevation, and adding the following conditions: (1) that the facility <br />will be a full service car wash; (2) that the signage plan will come back to <br />the City Council for approval; and (3) that no alcoholic beverages will be <br /> <br /> 7 - 11-3-87 <br /> <br /> <br />
