Planned Unit Development rezonin and development plan approval for an ap- <br />proximately 14~800 sq. ft. chape~ and related improvements and a remainder <br />area for potential future residential development to be located on an approxi- <br />mately 4.9 acre site located at 3574 Vineyard Avenue. Zoning for the property <br />is PUD (Planned Unit DevelopmentI-Medium Density Residential District <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 87:480) dated November 3, 1987, regard- <br />ing this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> Mr. Dean Davies, 652 Loman Circle, San Ramon, representing the Church of <br />Jesus Christ of Latter-Day Saints, stated there are four congregations in <br />Pleasanton with a large membership, thus the need for more facilities. He <br />presented renderings of the proposed ward. He stated he has reviewed the con- <br />ditions and felt they are somewhat restrictive for the typical use of their <br />buildings. He advised his group has met with surrounding neighbors and he <br />felt all the concerns have been alleviated. <br /> <br /> Council discussion ensued regarding whether or not there is a need to be <br />so restrictive relative to church programs and events. Mr. Swift advised that <br />the conditions are placed on the application to preclude the church from being <br />leased out for uses other than church:uses. <br /> <br /> Mr. Brad Anderson, Architect forthe Church, stated they met with the <br />neighbors on September 28th and discussed concerns regarding traffic movement <br />and soundwalls. As a result of that meeting there are no surrounding property <br />owners here tonight to oppose the application; he felt the neighbors concerns <br />have been appeased. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, <br />that Resolution No. 87-488, determining on the basis of a review of initial <br />environmental study done for this project, that no significant environmental <br />impact would occur as outlined in the City's guidelines and that a negative <br />declaration is appropriate in connection with PUD-87-22, application of the <br />church of Jesus Christ of Latter-Day Saints for Planned Unit Development <br />rezoning and development plan approval for an approximately 14,800 sq. ft. <br />chapel and related improvements and aremainder area for potential future <br />residential development to be located on an approximately 4.9 acre site lo- <br />cated at 3574 Vineyard Avenue, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, <br />that Ordinance No. 1344, to be read by title only and waiving further reading <br />thereof, and finding that the rezoning and development plan are consistent <br />with the General Plan and the purposes of the PUD ordinance; approve PUD-87- <br /> <br /> 11-3-87 <br /> <br /> <br />
