373
they have given the most. Mr. Gunther presented a petition, signed by 245
residents, which read as follows:

"We, the Citizens surrounding Harvest Park School. attest that the follow-
ing situation exists:

1. that approximately 1000-1500 players, relatives and friends assembly
throughout the day each Saturday;

2.that many of these people use surrounding residential areas to dis-
charge and pick-up players;

3. that this volume creates a traffic and personal safety hazard to
players and citizens alike.

To eliminate and afford relief to the citizens surrounding the school,
recommendations were made and accepted by the PGSA, the Recreation Depart-
ment, and the Citizens to help eliminate the hazardous situation. We
request that the agreements made by recognized and enforced."

Ms. Carol Locke, 1921 Greenwood Road, health liaison officer, stated that
on occasions when she has been required to call 911, emergency vehicles have
never tried to go through on Greenwood Road.

Ms. Donna Robb, 1833 Greenwood Road, whose daughter plays soccer and hus-
band is a coach, stated the primary concern is with the safety of the children
on Saturday; it has been a dangerous situation. She stated it was the agree-
ment for a one year trial period to use the parking lot and she would hate to
see it discontinued before the one year is up.

Ms. Fran Walls, 1899 Greenwood Road, resident for 21 years, stated traffic
is so bad one cannot get down the street on Saturday; and something has to be
done. She stated she did not want to see the soccer kids hurt. She stated
parents force the gates on Saturdays, which is not a good example for the
children parents should obey the law. She stated residents of Greenwood
Road expect equal consideration for their problems.

Mr. Robert Wood, 1861 Greenwood Road, resident for nine years, stated he
has witnessed the conditions addressed tonight; he felt the conditions could
be alleviated by reducing traffic and number of games. He stated this situa-
tion also affects property valuations in the area.

Mr. Richard Withoft, 1789 Orchard Way, stated he has given up driving down
Greenwood Road on Saturday mornings because it is a very dangerous mess.

Mr. John Gualandri, 4591 Gatetree Circle, stated the issue to be addressed
is safety. He added that because of parking and traffic on Greewood he tries
to avoid the area because people double' park and unload kids.

Councilmember Butler stated he felt that leaving the agreement in effect
for the full years is the only reasonable thing to do; he felt staff has real-
ly tried to work out a solution to the problem.

Councilmember Wilson asked about unused fields and scheduling. He stated
if there is a problem with the need for more fields then Council should look
into providing them.

8 - 10-20-87
