375 <br /> Ms. Bengtson stated that scheduling of the fields is parceled out to the <br /> various soccer coaches. Some fields will be empty on Saturday because the <br /> teams go away for their games. She advised that Fairlands, Vintage Hills, and <br /> Valley View school fields are not large enough to accommodate soccer games. <br /> She stated there are long range plans for two more parks with sports fields. <br /> <br /> Councilmember Mohr asked if there would be a sports field at the proposed <br /> new middle school; if the City is contributing $4 million for the school there <br /> should be some consideration for use of the playing fields by the City. <br /> <br /> Mayor Mercer asked if locking the gates and reducing the field use is more <br /> effective, or is there need for both. Mrs. Bengtson stated that reducing the <br /> level of play allows enough parking for cars to fit into the parking lot. She <br /> stated she could look into staggering the games for three fields so that the <br /> number of cars generated at any one time would fit into the parking lot. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, <br /> that the City continue to implement the action plan with the Pleasanton Girls <br /> Soccer Association use of Harvest Park Middle School's Sports Fields which <br /> includes having locks on the gates as outlined in the October 5th letter to <br /> PGSA; re-evaluate the action plan at the conclusion of the 1987 season and <br /> develop any plans required for 1988; and review the field assignments with the <br />CO goal of providing PGSA with an attractive combination of fields in the future. <br />~' The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Wilson, and Mayor Mercer <br />~'1 NOES: None <br />~ ABSENT: Councilmember Brandes <br /> <br /> Councilmember Butler stated there are large rolls of flexible wire along <br /> the curb on First Steet, which have been there for quite some time; he re- <br /> quested staff to investigate this matter. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council committee reports presented at this meeting. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br /> PUBLIC HEARINGS <br /> PUD-82-10-6M, Black, Lot 14, Grey Eagle - Application for a major modification <br /> to an approved development plan for a residential subdivision to modify the <br /> permitted buildin9 envelope for an existin9 parcel, located at 4 Red Feather <br /> Court <br /> Mr. Swift presented his report (SR 87:473) dated October 20, 1987, regard- <br /> in9 this matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> Mr. Keith Fraser, 2109 4th Street, Livermore, Attorney representing the <br /> Black's, stated the plan presented tonight is the same plan as presented in <br /> August with two changes: moving the pad up 35 feet to allow for view; and ad- <br /> ditional landscaping. He stated a vote had been taken at the annual home- <br /> owners meeting held September 17, 1987; 14 out of 28 were in favor of the <br /> plan, with 5 voting by written consent. He advised the votes by written con- <br /> sent were received after the meeting. He stated that satisfies the CC&R's <br /> regardin9 the number of voted required to proceed with the project.
