371
Mr. Marvyn Siders, 3431 Windsor Court, stated his daughter plays at the
Harvest Park field, and it is a great imposition for those who play there be-
cause of the locked gates. Only a small number of families live along this
street; their imposition is less than those using the fields.

Mr. Jay Craney, 6166 Corte Del Rey, soccer coach, stated that if any if
his girls that play on that field need emergency service he wants it to be
facilitated as quickly as possible. He stated that Pleasanton is the Soccer
Capital, and all the playing fields are needed to continue to provide this
sports activity.

Mr. Richard Patton, 1882 Brooktree Way, stated his concern is for the
safety of the kids; using the gates is more safe. He stated he did not want
to lose any more playing fields.

Mr. Brian Leonard, 4676 Helpert Court, representing PGSA, stated they have
been in communication with staff and the Park and Recreation Commission; they
are not in favor of locking the gates or losing a playing field. He ques-
tioned the legality of the decision to lock the gates. He stated he has wit-
nessed kids hoisting bikes and skateboards over the fence. He advised PGSA
removed their concession stand to accommodate the surrounding homeowners. He
advised only 10 to 12 Saturdays are used for games; he felt complaints against
this use are out of order. He stated PGSA is willing to continue on the trial
basis they agreed to, but eventually some other solution must be worked out.
He suggested the use of the three fields on a staggered basis, and leave the
gates unlocked, even though this solution is not acceptance to City staff or
the residents.

Mr. John Dyer, 2243 Camino Brazos, soccer coach, stated these fields are
public grounds and the streets are city streets. Because of the residents the
soccer teams are having to change fields and limit games. He urged Council to
consider the majority of the people; and reconsider to allow the soccer teams
to use the fields and to unlock the gates.

Mr. George Gunther, 1805 Greenwood Road, representing the residents of
Greenwood Road, Alameda Road, and adjacent streets, stated this group has
tried for four years to communicate the problems on Greenwood Road, particu-
larly the issue of safety. He stated he has read the staff reports which he
feels accurately identifies the problems. He stated the town has grown, as
evidenced by the stop signs and signals on Valley and Black Avenues. He
stated sports activities have grown also, causing a gridlock of cars and peo-
ple in a dangerous situation on Greenwood Road. This type of congestion cre-
ates many other negative issues but the main issue is safety. He stated that
solutions in the past have not worked. He advised that other facilities in
town, such as Fairlands, Vintage Hills, and Valley View schools are not being
used. He stated the Recreation Department gives scheduling of the fields to
the soccer teams; he felt this needs to be tightened. The City needs a long
term program to meet the future needs of the City. He suggested going to the
developers and asking them to give 4 or 5 acres to be used for sports parks.
He also suggested the City of Pleasanton enter into agreement with Alameda
County for use of the Fairgrounds. He stated that without use of the third
playing field there have been fewer problems and the street is safer than it
has been in years. However, a few people try to get the gates open or go over
the fence. He stated there are other solutions but it has been agreed to try
this method for a year and he felt it should be honored. He stated the resi-
dents of Greenwood Road had given up a quality of life for many years; he felt

7 - 10-20-87
