369 <br /> Mayor Mercer stated he is not in favor of the proposed ordinance. He ad- <br />vised he has not received any complaints except for skateboard ramps, which <br />the Council has tried to alleviate. He did not see the need to regulate <br />skateboards. <br /> <br /> Councilmember Butler stated that with the exceptions of the downtown area <br />and shopping centers the ordinance will not be too restrictive and will put <br />skateboards on a par with other vehicles. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wil- <br />son, that Ordinance No. 1342, to be read by title only and waiving further <br />reading thereof, an ordinance regulating the use of skateboards as presented <br />in Staff Report 87:459 but eliminating Paragraphs A and B under 11.54.020 - <br />Designation of Restricted Areas (eliminating the downtown business area and <br />any shopping center consisting of a cluster of two or more businesses), be <br />introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Wilson <br />NOES: Mayor Mercer <br />ABSENT: Councilmember Brandes <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br />Report on Neighborhood Problems Associated with Pleasanton Girls Soccer As- <br />sociation Use of Harvest Park Middle School Sport Field and Steps Taken to <br />Address Problem <br /> Ms. Bengtson presented her report (SR 87:477) dated October 20, 1987, <br />regarding this matter. <br /> <br /> Mr. Richard St. John, 6925 Corte Mercado, representing PGSA, stated he has <br />met with City staff and the Park and Recreation Commission regarding this mat- <br />ter. He stated it is still the feeling of this group that the decision to <br />lock the gates at Harvest Park Middle School Sports Field should have been a <br />public hearing. He felt the staff report was bias, in light of City Council's <br />position on this matter. He advised that in the last six Saturdays kids have <br />been climbing over the fences rather than going to the gates; this is a prob- <br />lem that should be addressed. He stated to access on Saturday for soccer <br />meets one has to go around the school. He did not feel yellow zones would be <br />a viable solution. He stated 225 out of 227 signed his petition to leave the <br />gates unlocked. He stated that locked gates also prevent emergency vehicles <br />from getting into the school ground as rapidly as they would if the gates were <br />not locked. He advised that PGSA has compromised by giving up Sunday practice <br />games, and before 9:00 a.m. or after 3:15 p.m. They have given up their con- <br />cession stand. He advised that by only having the use of two fields they have <br />had to reject approximately 200 kids because there is no place for them to <br />play. He suggested staggering the times of the games to allow use of three <br />fields. He stated that PGSA has been responsible, and has tried to educate <br />new players, parents, and coaches to use the appropriate parking areas. He <br />suggested the fence be 5 ft. high rather than 4 ft., so that it could not <br />easily be climbed over. He urged Council to look at what else can be done <br />besides locking the gates. <br /> <br /> Mr. Alan Card, 3223 Cheryl Circle, stated he was incensed when the gates <br />were locked to prevent entrance by kids from the Bird area. He stated the <br />City continues to grow and adequate sports facilities need to be provided. He <br />did not feel it is fair to keep 200 kids from playing; the City should plan <br />for this type of growth. <br /> <br /> - 6 10-20-87 <br /> <br /> <br />
