415 <br /> Mayor Mercer indicated Council should accept the report and <br />it appears to be a 9-10 month process to address all concerns of <br />the public. Tonight is not the time to address each individual <br />issue. Council should decide on whether it agrees with the CDA <br />concept and direct that we go on with public hearings. <br /> <br /> Councilmember Mohr indicated she had raised same question as <br />Councilmember Wilson. The answer is that the boundaries are not <br />cast in concrete and are still under discussion and there is some <br />flexibility to respond. <br /> <br /> Councilmember Butler thinks everyone should understand that <br />the proposed list of projects with $51 million total isn't the <br />final word at this point and there will be many questions about <br />projects on list and some not on the list. <br /> <br /> Unidentified speaker asked if this was anything like a <br />redevelopment and wish to remind Council that his group have <br />fought redevelopment twice in the last 10-15 years and they will <br />fight it again. Mayor Mercer indicated this is not like <br />redevelopment. Will exclude every resident out of CDA. Going to <br />take taxes generated by the business community, a portion of <br />which goes to the county, will now recapture part of that back <br />from the county and the city will buy bonds with that money, uses <br />the bonds to do improvements downtown and then pay the bonds over <br />a number of years with tax money accrued. <br /> <br /> Councilmember Brandes indicated another important difference <br />from some redevelopment projects is that fact that this is tax <br />incremental financing and does not put a bond or encumbrance on <br />individual properties whatsoever. <br /> <br /> Mayor Mercer indicated that issues that surfaced a number of <br />years ago was the condemnation powers and that really needs to be <br />addressed in this one as it goes forward. <br /> <br /> Robert Cortz, 262 West Angela, has reviewed downtown specific <br />plan. Extension of Sunol Boulevard looks like a landing strip. <br />It dissects downtown park. 1976 plan indicated First Street had <br />a noise level unacceptable to housing and office space. You will <br />need a soundwall down there. <br /> <br /> It was moved by Councilmember Brandes, seconded by <br />Councilmember Mohr, to approve the task force recommendations. <br /> <br /> Councilmember Butler pointed out that this is only to <br />initiate the procedure. <br /> <br /> Councilmember Wilson feels that tax increases are part of <br />Prop 4 money and we always allow the citizens of Pleasanton to <br />vote to use the Prop 4 money and they are entitled to vote on <br />this $51 million project. <br /> <br /> Councilmember Mohr pointed out that there is an annual 2% <br />increase in property tax and its that incremental amount we are <br />talking about, we are not raising taxes over what they would <br /> <br /> - 8 - 10-6-87 <br /> <br /> <br />
