411
Zone 7 - Response to Council Request Related to Marqaret Tracy's
Comments at Council Meeting
Mayor Mercer received a letter from Margaret Tracy making a
lot of assertions and asked City Manager to sent it to the Zone 7
Board for reply. This was to share with you all and was for
information only.

Proposed Initiative to Amend Article XIII-B of State Constitution
(Gann)
No one spoke from the audience. This item was also addressed
to Mayor Mercer to ask if Council would go on record supporting
this proposed initiative. I feel there is some real advantage to
the City and to the school district.

It was moved by Councilmember Butler, and seconded by
Councilmember Mohr, that Resolution No. 87-453, supporting the
proposed initiative to revise the Gann Spending Limit, be
adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wilson and Mayor
Mercer
NOES: None
ABSENT: None

T~ Development of a County-wide Transportation Plan
Mayor Mercer indicated the County wants to establish a
'D committee to study regional solutions of county-wide
r~ transportation problems. The cost for Pleasanton's participation
~ would be nominal.

It was moved by Councilmember Brandes, seconded by
Councilmember Wilson, to authorize the Mayor to indicate
Pleasanton as being in favor of joining the committee.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wilson and Mayor
Mercer
NOES: None
ABSENT: None

Councilmember Butler indicated he had some question about how
the steering committee will be made up and we need to be sure we
have a voice in this.

Councilmember Mohr requested staff to investigate
installation of a stop sign at the intersection of Bernal Avenue
and Old Bernal Avenue until completion of the intersection and
Bernal Avenue extension.

Mayor Mercer remarked about newspaper attention regarding
BART going into San Mateo County and Contra Costa is considering
litigation. Received a letter from Bob Allen, our BART Board
member and disagree wholeheartedly with it. He says we were
never promised a line out here and ou~ tax moneys are to go to
pay for existing system and not anything new. He feels other
elected officials are misleading the public. Hope newspaper and
local leaders will come their senses as getting BART extension

- 6 - 10-6-87
