No action was required or taken by <br />Council on the item. <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br />Consider Postponing Zoning Actions in Proposed CDA <br /> Councilmember Brandes indicated he had brought up the issue <br />regarding a Community Development Agency (CDA) because of his <br />concern for the specific needs for street realignment and parking <br />and there may be specific pieces of property to be used for <br />parking and no action should be taken without considering this. <br /> Councilmember Wilson indicated there would have to be more <br />than zoning involved and requested an example of some of the <br />properties that we might have before us now that are in the CDA <br />area. Mr. Swift indicated the proposed Santa Anita project is <br />the only pending application that is an actual rezoning. There <br />are numerous project proposals, design review proposals that will <br />be going through the Design Review Board process which allow <br />construction to begin prior to adoption of the CDA, but would not <br />affect the timing of the CDA. But a clarification as to whether <br />we are talking about holding all projects pending completion of <br />the CDA and/or the specific plan versus just rezoning makes a big <br />difference. There are at least 3-5 projects pending. <br /> <br /> Councilmember Brandes indicated the reason he brought this up <br />was that if Council does initiate the formation of the CDA, there <br />are some specific needs for street realignment, parking and <br />concern that no action be taken on parcels needed for parking <br />until they have been determined. <br /> <br /> Mr. MacDonald reminded the Council that this requires a <br /> 4/5ths vote to do these kinds of interim moratorium ordinances. <br /> <br /> Mayor Mercer asked Councilmember Brandes just what he wanted <br /> to do. Councilmember Brandes asked whether we could postpone <br /> individual projects if we desired. Mr. MacDonald indicated if <br /> you need more information about a project you could delay action <br /> to await that information. <br /> <br /> Councilmember Brandes indicated the Planning Commission has <br /> got to be informed that we are going to look carefully at <br /> properties that fall within the CDA. <br /> <br /> - 5 - 10-6-87 <br /> <br /> <br />
