437 <br /> Larry Evans, 2716 Larriet Lane, Walnut Creek, asked Council <br />to approve the appeal as he has met all conditions' required of <br />him by staff and the Police Department. He feels that if his <br />business is closed, the security patrol will stop and Pleasanton <br />will have the same problem all over again in this location. <br /> <br /> John Higgins, 31212 Brayburn, Hayward, spoke in favor of the <br />Game Station. <br /> <br /> Bill McClendon, 2787 Willowren, works at the Game Station and <br />feels the problems have been controlled. He indicated this is <br />one of the few places the youth of Pleasanton have to go and it <br />should remain open. <br /> <br /> George Ferrera, 301 Valley Avenue, addressed Council <br />indicating he could live with their decision either for or <br />against the appeal. He felt the solution to the problems in the <br />area was a three-way job, including the Game Station, the Police <br />and the other tenants. <br /> <br /> Richard Fisher, Pleasanton, spoke in favor of the <br />application. He felt that if the Game Station were closed, the <br />loitering problem would simply move elsewhere. <br /> <br /> Stephanie Rutlege, 3550 Harbor Court, employee of the Game <br />Station, also indicated the problems have gotten better. <br /> <br /> Lynette Fazio, 4405 Valley Avenue, indicated her sons go to <br />the Game Station and she feels it is well run and the young <br />people who supervise it are good examples to other young people. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed on the appeal. <br /> <br /> There was discussion between Council and Chief Eastman on the <br />police problems in the area. Councilmember Brandes feels the <br />business has had enough time to straighten out. He indicated <br />that if the appeal is denied, business should cease within 30 <br />days of denial. <br /> <br /> Councilmember Brandes moved to deny the appeal. There was no <br />second. <br /> <br /> Council then questioned Chief Eastman further about police <br />contacts at the site. He indicated the Police Department has <br />provided two staff reports chronicling contacts and number of <br />drug arrests. There has been a problem for fiQe years and he is <br />concerned at the slow reaction to solve the problems. He <br />indicated the Police Department does not have the resources to <br />continue the close monitoring of the site. <br /> <br /> Councilmember Wilson then seconded Councilmember Brandes' <br />motion. <br /> <br /> Councilmember Butler indicated he was prepared to vote <br />against the appeal but has been convinced the problem is being <br /> <br /> - 19 - 10-6-87 <br /> <br /> <br />
