433
Councilmember Mohr asked about expense of an electric gate.
Mr. Halloway indicated $3,000 to $4,000. If a stationary gate
does not work, then they would have to use an electric gate.
There was discussion about vandalism and the area where most
occurs.

Bill Mower, resident, indicated foot traffic from school kids
caused a problem. There has been damage to sprinkler spouts.
There is a problem regarding safety of children from Crestline
traffic. He also indicated a problem with unauthorized use of
the garbage dumpsters.

Robert Cox, 692 Cowla, Livermore, feels Pleasanton's youth
are not that bad and is disturbed by what he is hearing. Mayor
Mercer agreed, but there are exceptions.

There being no further testimony, Mayor Mercer declared the
public hearing closed on the application.

Councilmember Brandes indicated he asked for this appeal
because he is familiar with this situation and it is a real
problem. He feels having the gate closed is reasonable as long
as the fire department has the ability to get in. It should be
made clear the homeowners have the obligation to keep the area
clear for emergency access.

It was moved by Councilmember Brandes, seconded by
Councilmember Wilson, that Resolution No. 87-457 be adopted
allowing installation of gates which are to be kept clear for
emergency vehicle access.

Councilmember Butler expressed concern about single lanes and
traffic problems. He can only support this appeal if its on a
temporary basis and during the temporary period Planning should
be able to review the situation and can recommend at the end of
the period that traffic is taken care of.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Mohr, Wilson and Mayor Mercer
NOES: Councilmember Butler
ABSENT: None

PUD-87-23, Application of Jim Myers and Pleasanton Commercial
Partnerships to rezone an approximately 2.3 acre site from CS
(commercial Service) District to PUD (Planned Unit
Development)-Commercial Service/Commercial and Office District
located at 3687 Old Santa Rita Road.
Mr. Swift presented his report (SR 87:435)' dated October 6,
1987 regarding this matter.

Mayor Mercer declared the public hearing open on the
application.

A1 Dutchover, 147 Old Bernal Avenue, addressed the Council
indicating he concurred with the staff report. There were no
questions of the applicant and no testimony from the public.

- 17 - 10-6-87
