431 <br /> Councilmember Mohr was not convinced this is a threat to the <br />downtown businesses. After months of consideration, the General <br />Plan has spaced various uses to serve the community. She feels <br />now that she can't support another shopping center. <br /> <br /> Councilmember Butler indicated everyone on the Council has <br />concerns about the downtown and health of the merchants in town. <br />What is at the heart of this matter is a zoning change of land <br />use. This major entrance should not be used for commercial <br />service. <br /> <br /> Councilmember Brandes agreed with Councilmember Butler <br />regarding use of this property and with Councilmember Wilson for <br />need for commercial service, but he has seen larger parcels on <br />Valley Avenue more suitable for commercial service. He thinks <br />this is a good project. He feels Raley's and Albertson's at <br />either end of town is healthy and the downtown will benefit. <br />Everyone agrees with the need to save downtown Pleasanton and <br />need to do whatever we can to preserve it for the future. No one <br />has been able to put together a cohesive package. Santa Anita <br />can pay 21% of the bill for the Community Development Agency. <br />Without Santa Anita it may be four to five years before revenue <br />from tax increments come in and downtown cannot wait four to five <br />years to revitalize. <br /> <br /> Mayor Mercer indicated he was opposed since the beginning. <br />This is an emotional issue and he congratulated everyone for <br />keeping cool. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Butler <br />NOES: Councilmembers Mohr, Wilson and Mayor Mercer <br />ABSENT: None <br />ABSTAINED:None <br /> <br />Themotion failed and the project was therefore denied. <br /> <br /> There was a five minute recess. <br /> <br />AP-87-17, Appeal by the City Council of a decision of the Design <br />Review Board denying the application of Wellington Homeowners <br />Association (Z-87-391) for design review approval to install <br />permanent gates across the eastern driveway entrance of the <br />Wellington Townhouse complex located at 5375 Black Avenue. <br />Zoning for the property is RM-2500 (Multi-family Residential) <br />District. <br /> Mr. Swift presented his report (SR 87:443) dated October 6, <br />1987 regarding this matter. <br /> <br /> Barry Halloway, president of the Wellington Homeowners <br />Association, related problems with vandalism from foot traffic <br />and the problem of speeding cars. He indicated Ted Klenk of the <br />Fire Department and the Police Department have recommended <br />installation of the gates.
