429 <br /> Amelia Wilcox, 471 Bernal Court, had many objections, but <br />mentioned only the environmental impact on traffic in the area. <br /> <br /> Scott Meyer, 1507 Ramblewood Way, expressed concern about <br />impact on Shadow Cliff Park. <br /> <br /> Robert Cox, 692 Cowla (?) Street, Livermore, owner of antique <br />stores in Pleasanton spoke in opposition to the shopping center. <br /> <br /> Brad Hirst then spoke in rebuttal to previous opposition. He <br />reiterated previous points in favor of the center. He also <br />indicated that the existing shopping centers have had enough time <br />to be successful, if they are not by now, Bernal Plaza is not <br />responsible for any loss of business. He also indicated he has <br />pointed out several locations to replace the lost commercial <br />services zoning. He feels commercial retail should be allowed a <br />free market. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed on the application and the negative <br />declaration. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, that Resolution No. 87-455, determining on <br />the basis of a review of initial environmental study done for <br />this project, that no significant environmental impact would <br />occur as outlined in the city's guidelines and that a negative <br />declaration is appropriate in connection with AP-87-2, appeal of <br />the Planning Commission decision in denying PUD-86-16, <br />Application of Santa Anita Development Corporation for Planned <br />Unit Development rezoning and development plan approval for a <br />193,845 square foot commercial/retail center to be located on an <br />approximately 18.2 acre site at the southeast corner of the <br />intersection of Stanley Boulevard and Bernal Avenue, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, to approve AP-87-2 with the conditions of <br />staff report and add the conditions to include the four proposals <br />by Santa Anita regarding phasing, etc. <br /> <br /> Councilmember Butler inquired if the two conditions <br />questioned by Santa Anita were included. He' felt they could <br />change the wall mounted sign color but that condition 17 should <br />stay. <br /> <br /> Councilmember Wilson felt strongly that this is not the place <br /> for a shopping center due to the sand and gravel pits east of it. <br /> Shoppers will commute from other areas in the city causing <br /> traffic. <br /> <br /> - 15- 10-6-87 <br /> <br /> <br />
