423 <br /> Councilmember Brandes .inquired about the ownership of the <br />necessary right of way for the bridge and whether the cost of <br />acquiring it is part of the price. Mr. Swift indicated the <br />condition imposed on Santa Anita dealt only with the cost of the <br />bridge structure. <br /> <br /> Councilmember Mohr indicated concern about small pads around <br />perimeter of project and possibility of fast food restaurants <br />there, which could cause problems. <br /> <br /> Mayor Mercer asked Mr. Hallen if he agreed with the balance <br />of the conditions and Mr. Hallen said he did. <br /> <br /> Debra Strong, Strong and Goodheart Advertising, 5934 <br />Gibraltar Drive. She indicated 4,000 letters were sent out and <br />they received 8% back. Of the 8%, 80% were favorable responses. <br />They also did a telephone survey of 1,800 households over the <br />weekend. 53% supported the project, 24% were undecided and 23% <br />were opposed. Those opposed seemed to oppose growth per se not <br />just the Bernal Plaza. She then reviewed the Gruen & Gruen study <br />and indicated the unique role of downtown Pleasanton. She <br />reiterated the points brought up by Mr. Hirst about the phasing <br />and marketing assistance to downtown merchants. <br /> <br /> Harvey Levine, 4630 Chabot Drive, commented on the CDA task <br />force approval. It is an important first step on the long road <br />to revitalization of downtown. He then indicated Santa Anita <br />would provide 20.8% of the tax increment for the CDA over the <br />next twenty years. He also indicated the benefit of being able <br />to forecast tax base and with known national retailers there is <br />an advantage in bond rating by Wall Street. He reviewed the <br />advantages to the community and the citizens of Pleasanton. <br /> <br /> Doug Hoggett, 1155 Mataro Court, reviewed the new residential <br />developments in the south and east side of Pleasanton. Residents <br />in these units deserve a major shopping center more conveniently <br />located. Compkimented Council and staff on new development <br />planning and indicated we have had some high quality developers. <br />Santa Anita is high quality development needed to support <br />residential growth and it would be aesthetically pleasing at <br />entrance to town. <br /> <br /> Susan Glanville, 3069 Chardonnay, spoke in favor of project <br />since there is no major shopping center in that area of town. <br /> <br /> Nancy Meyer, 3263 Vineyard, reiterated points in favor of <br />project. <br /> <br /> Jan Batchelor, 644 St. Mary, indicated she supports downtown <br />and shops there. She urges approval of Santa Anita project. <br />Logic and free market should determine commercial development. <br />She indicated the consultant for the Downtown Association said it <br />was so small that assessments would only pay for employee <br />required, which has proved correct. Downtown could expand its <br />scope, influence and expertise by joining forces with the two <br />proposed developments at either end of the downtown.
