He was notified <br />of hearing on proposed annexation and compliments the City for <br />notification of hearing, but chastised staff for late notice of <br />cancellation of hearing and causing an unnecessary trip from <br />Oregon. He requested more advance notice to absentee owners. <br /> <br />PUBLIC HEARINGS <br />AP-87-2~ Appeal of the Planning Commission decision in denying <br />PUD-86-16, Application of Santa Anita Development Corporation for <br />Planned Unit Development rezoning and development plan approval <br />for a 193,845 square foot commercial/retail center to be located <br />on an approximately 18.2 acre site at the southeast corner of the <br />intersection of Stanley Boulevard and Bernal Avenue. Zoning for <br />the property is PUD (Planned Unit Development)-Commercial <br />District. <br /> <br />Consider Adoption of Neqative Declaration <br /> (Contd. Open from 3/17/87, 4/7/87, 6/16/87, and 9/1/87) <br /> Mr. Swift presented his report (SR 87:450) dated October 6, <br />1987 regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the <br />application and the negative declaration. <br /> <br /> Mr. Kent Hallen, Santa Anita Development Corporation, 1851 <br />Heritage Lane, Suite 138, Sacramento, representing the <br />applicants, briefly reviewed the proposal. He indicated he has <br />been working with the City for two and a half years on this <br />project. He met with Messrs. Auf der Maur and Rickenbach which <br />resulted in the property being part of the Valley Avenue <br />Assessment District, Mr. Auf der Maur and Mr. Rickenbach paid to <br />the city $308,000 in cash and has made a commitment to complete <br />Bernal Avenue from Stanley Boulevard to the Del Valle Bridge. <br />Mr. Hallen has met with the downtown merchants and have tried to <br />work with them. Most recently they have agreed to phase the <br />project over four years. Also they have conducted a telephone <br />and mail poll of the community to determine support for the <br />project. <br /> <br /> In summary, there are two areas of controversy; land use and <br /> downtown competition. We will address those and review findings <br /> on public opinion poll as well as discuss Bernal Plaza and how it <br /> relates to the CDA. He then introduced Brad Hitst. <br /> <br /> Brad Hirst, 6280 West Las Positas Boulevard, talked about <br /> current zoning versus proposed project. This is an 18 acre <br /> project estimated to generate $18 million in retail sales within <br /> three years of completion. The present zoning is PUD-Commercial <br /> Service and if developed would yield 8,000 sq.ft. more than is <br /> proposed. He then itemized the permitted uses under the current <br /> zoning and conditional uses allowed.
