349 <br /> Mr. Gene Pons, 832 Abbie, representing the Pleasanton Heights Homeowners <br /> Association, and speaking on behalf of the residents on the south side of up- <br /> per Abbie, stated those people will be exposed to the extension of Avenue. <br /> Their concern is about the alignment of the road; they would like it to swing <br /> away from their homes and higher on the hill. Councilmember Brandes stated <br /> that the change suggested would create severe cuts into the hills. Mr. Pons <br /> asked if there will be a connection on upper Abbie to Bernal Avenue. Staff <br /> advised there would nut be a connection at this location. Mr. Pons asked if <br /> there are plans for connectlong Mirador Drive to Bernal. Councilmember Bran- <br /> des advised that the street is designed so that it could be, if determined <br /> later on that it should be. <br /> <br /> Mr. Frank Belecky, 892 Madeira Drive, representing Vintage Hills Home- <br /> owners, requested that a penalty be assessed if road construction is not per- <br /> formed on time and to the satisfaction of the City. He also requested that <br /> surrounding neighbors be consulted in the proposed plans for the Amador Valley <br /> Savings and Loan deve'lopment. <br /> <br /> Ms. Joanne Acker, 665 Windmill Lane, stated that everyone in this neigh- <br /> borhood is concerned about matters related to the Bernal Avenue extension, <br /> such as speed limit, soundwall, stop lights, etc. She expressed appreciation <br /> to Councilmember Brandes for meeting with the homeowners last week. She asked <br />(.C) that this group be kept informed and be allowed to have input into the deci- <br />~ sions that affect them. <br />~'i Mayor Mercer staled he felt it would be appropriate to form a committee of <br />~ two Councilmembers, representatives from City staff, and as many homeowners as <br />I'Y') would like to be involved, to meet and discuss all aspects relative to the <br />~ Bernal Avenue extension that will impact the Windmill Lane property owners. <br /> <br /> Mr. Bill Herlihy, 816 Abbie Street, stated he would like City Council to <br /> direct the Planning Commission to consider that Bernal Avenue as it goes so <br /> the south of Abbie and behind the Catholic Church be higher than any house on <br /> the south side of Abbie, in order to mitigate noise problems. He stated that <br /> the southeast corner of Mirador is going to be very close to the Bernal Avenue <br /> street; but he did not want soundwalls. <br /> <br /> Mr. Richard Bressem, 4937 Monaco Drive, stated he had reviewed the report, <br /> and would like to know how the figure of 6,400 cars from Puerta Vallarta to <br /> Windmill Lane was arrived at. Mr. Swift advised that these are projected fig- <br /> ures for traffic on Bernal Avenue, not Puerta Vallarta, and were determined by <br /> TJKM, Traffic Consultants. <br /> <br /> Mr. Mike Donnelly, 647 Windmill Lane, asked when the street is going to be <br /> paved; the neighbors are living in a constant dust bowl. He stated a sound- <br /> wall is necessary not only for sound but safety, and it would be advantageous <br /> for the homeowners to be involved in the planning and design of the soundwall. <br /> Mr. Elliott advised the road should be paved by the end of this month. He <br /> stated the soundwall is not scheduled yet; it has not been budgeted at this <br /> time. <br /> <br /> Mr. Ted Fairfield, representing the Lin family, expressed support for the <br /> agreement as presented. He stated that the change in elevation as suggested <br /> by Mr. Herlihy would have major impact on the costs and that the grading would <br /> have a negative impact on the Bonde property, and is in direct conflict with <br /> the plan as proposed. He stated the Lin obligation is to build Bernal Avenue <br /> <br /> 5 - 9-15-87 <br /> <br /> <br />
