351 <br /> within that project, and they are agreeing to an additional one-half million <br /> dollars with the hope that some part of that would be rebated in the future by <br /> other benefactors. <br /> <br /> Mr. Phil Cheresh, representing the purchasers of the Bonde property, pres- <br /> ented a letter requesting that Centaur Properties or their representatives be <br /> present at all meetings concerning the extension of Bernal Avenue and also be <br /> party to any agents on matters of financial reimbursement for the construction <br /> of Bernal. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, <br /> that Resolution No. 87-421, approving the agreement with the Lin family to <br /> construct the southerly end of the Bernal Avenue extension; and authorizing <br /> execution of the agree,lent by the appropriate city officials, be adopted. <br /> The roll all vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Mayor Mercer, that <br /> the soundwall and landscaping on Bernal Avenue to protect the homeowners on <br /> Windmill Lane be included in next year's Capital Improvement Program; and <br />f=C) requesting the Mayor to establish a citizens committee to get their input and <br />~ suggestions relative to this matter. <br /> The roll call vote was as follows: <br />~=J AYES: Councilmembers Brandes, Mohr, Wilson, and Mayor Mercer <br />~ NOES: Councilmember Butler <br />~ ABSENT: None <br /> <br /> Councilmember Butler stated he is not ready at this point to commit to the <br /> budget the installation of this soundwall project; at the time the budget is <br /> considered then the project can be considered on its own merits. <br /> <br /> Councilmember Mohr stated she felt Council policy should be changed as it <br /> relates to requiring wooden fences that are installed by developers. She ad- <br /> vised that masonry fences last longer and require less maintenance as well as <br /> are more attractive. It was moved by Councilmember Mohr, and seconded by <br /> Councilmember Brandes, that Resolution No. 87-422, changing Council policy to <br /> require that where subdivision lots back up to public property such as <br /> streets, parks, or schools then fences installed by developers shall be con- <br /> structed of masonry materials rather than wood, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Mr. Joe Fischer, 611 Windmill Lane, asked when the road and soundwall will <br /> be completed. Mr. Eliiott advised that the roadwork is underway now and will <br /> probably be completed this winter; he did not anticipate residents moving in <br /> before Spring. Mr. Elliott advised the Bernal Avenue extension is hoped to be <br /> under construction in 1988. He stated that the soundwall cannot be construct- <br /> ed until Council approves the project and appropriate funds for its construc- <br /> tion. Mr. Fischer staled he would like to have the soundwall completed before <br /> the road is completed.
