No action was required or taken by Council on the <br />item. <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br />Reconsideration of Agreement with Kottinger Ranch for Extension of Bernal <br />Avenue <br /> Mr. MacDonald advised that since Amador Valley Savings and Loan is no <br />longer involved in this item, that all Councilmembers can participate in the <br />considerations relating to lifting the Vineyard Avenue moratorium. <br /> <br /> Councilmember Brandes stated that since the last meeting he has had the <br />opportunity to review in detail as to where the road will be and the various <br />grades and separations, and he is satisfied with the proposal. He stated he <br />felt the soundwall and landscaping that borders Old Towne are not the respon- <br />sibility of the developer, and that this project should be included in the <br />next Capital Improvement budget. <br /> <br /> Mr. Rich Cummings, 461Ewing Drive, stated he is concerned about the <br />ethics of this matter; it might be possible for a builder to construct 400 <br />homes and in the end not pay very much towards improvements. He stated this <br />happened in Vintage Hills II; they were not required to make arterial road <br />improvements. He stated there is still concern that Vineyard Avenue will <br />still be congested after the completion of the Bernal Avenue extension. <br /> <br /> Vice Mayor Mohr advised that all traffic studies indicate there will be a <br />dramatic reduction of traffic on Vineyard Avenue with the completion of the <br />Bernal Avenue extension, and that any additional developments would be re- <br />evaluated relative to traffic matters. <br /> <br /> Councilmember Brandes added that the Vintage Hills Homeowners Association <br />have been extremely concerned about traffic congestion on Vineyard Avenue and <br />were the group who insisted on the Vineyard Avenue moratorium until traffic <br />matters could be resolved; and they are satisfied with this plan. He stated <br />that all traffic studies show that this plan will work; if it does not allevi- <br />ate or mitigate the traffic problems it will have a bearing on subsequent <br />approvals. <br /> <br /> 4 - 9-15-87 <br /> <br /> <br />
