361 <br /> Consider Adoption of Neqative Declaration <br /> Mr. Swift presented his report (SR 87:412) dated September 15, 1987, <br /> regarding this matter. <br /> <br /> Councilmember Mohr abstained from participation in this item because of <br /> Conflict of Interest. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br /> negative declaration. <br /> <br /> Mr. Richard Glen, Alexander and Associates, representing the applicants, <br /> stated their original proposal was a five lots and to save the existing old <br /> home. He advised this does not provide for the feathering concept which is <br /> prevalent in the Mohr-Martin area. He requested PUD zoning and proposed an <br /> alternative plan for four lots and to destroy the older home, stating the four <br /> lot project would allow lot sizes of 10,000 sq. ft. and more in size; a PUD <br /> approach would provide for flexibility; and would allow them to save the trees <br /> and alleviate the neighbors concerns about feathering. <br /> <br /> Mr. Robert Strike, 6970 Lake Drive, stated he felt the old house should be <br /> preserved, as Pleasanton is a heritage community. <br /> <br /> Mayor Mercer asked how much it would cost to restore the existing house. <br /> Mr. Glenn advised the cost would be $60,000-$100,000 to repair the dwelling. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br /> closed on the application and the negative declaration. <br />~ It was moved by Councilmember Wilson, and seconded by Councilmember Bran- <br /> des, that Resolution No. 87-424, determining on the basis of a review of ini- <br /> tial environmental study done for this project, that no significant environ- <br /> mental impact would occur as outlined in the city's guidelines and that a <br /> negative declaration is appropriate in connection with PUD-87-21, application <br /> of Merle Kral, et al, for Planned Unit Development rezoning from "S" (Study) <br /> District to PUD (Planned Unit Development)-Medium Density District located at <br /> 3775 Mohr Avenue, be adopted. <br />.... The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAINED:Councilmember Mohr <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wil- <br /> son, that Ordinance No. 1338, to be read by title only and waiving further <br /> reading thereof, and finding that the PUD (Planned Unit Development)-Medium <br /> Density Residential District is consistent with the General Plan, approve PUD- <br /> 87-21, application of Merle Kral, et al, to rezone to PUD (Planned Unit <br /> Development}-Medium Density Residential District with a maximum of four par- <br /> cels located on an approximately 1.2 acre site located at 3775 Mohr Avenue, be <br /> introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAINED:Councilmember Mohr <br /> <br /> 11 - 9-15-87 <br /> <br /> <br />
