She suggested something be done about the glare, that <br />there be ample signage, and allow plenty of time to cross streets. <br /> <br /> Mr. Miles Copp, Blackbird Way, stated the intersection of Valley and <br />Blackbird is dangerous both for pedestrians and vehicles; he felt a four-way <br />stop or signal lights be installed immediately. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Wilson, that Resolution No. 87-396, establishing a four-way stop <br />on Valley Avenue at its intersection with Blackbird Way, providing ample <br />notification and warning regarding this street traffic pattern change, and <br />that consideration of traffic signalization at this location be included in <br />the mid-year Capital Improvement Program review, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Mercer instructed staff to installed the stop signs on Valley as <br />soon as possible, and the Police Department increase patrol to warn motorists <br />of this street pattern change. <br /> <br />Reconsideration of Agreement with Kottin~er Ranch for Extension of Bernal <br />Avenue and Removal of Vineyard Avenue Moratorium <br /> Councilmember Mohr stated it was brought to her attention after the last <br />City Council meeting that the offer of money for completion of Bernal Avenue <br />extension had a timely limit. She asked that the matter be placed on this <br />agenda to further discuss the matter, rather than wait the six week period as <br />voted on by Council at the last meeting which was to allow for additional in- <br />formation relative to street design and construction of soundwalls. <br /> <br /> Mayor Mercer stated that if the southern extension of Bernal Avenue is to <br />be discussed that Councilmember Wilson will have to abstain; if it is the <br />northerly extension of Bernal Avenue that will be discussed then Councilmember <br />Butler and himself would have to abstain. <br /> <br /> Councilmember ~randes stated he was concerned this matter was placed on <br />the agenda; all concerned residents were notified at the last Council meeting <br />that the item would be continued for six weeks and he felt it was inappropri- <br />ate to reconsider any part of the issue at this time. <br /> <br /> After discussion, it was moved by Councilmember Mohr, and sconded by Coun- <br />cilmember Butler, to reconsider the draft agreement with the Lins relative to <br />completion of the southerly end of Bernal Avenue. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br />NOES: Councilmember Brandes <br />ABSENT: None <br />ABSTAINED:Councilmember Wilson <br /> <br /> Mayor Mercer instructed staff to place this item on the agenda for the <br />meeting of September 15, 1987, and to notify all affected residents. <br /> <br /> Mr. Chris Beratlis, 425 Main Street, representing Amador Valley Savings <br />and Loan, stated that if the ordinance is adopted relative to the elimination <br /> <br /> - 8 9-1-87 <br /> <br /> <br />
