331 <br /> of exemption of small projects and his project does not receive growth manage- <br /> ment exemption, then his offer to complete the northerly end of Bernal Avenue <br /> extension is void. <br /> <br /> Before discussion of this matter, Councilmember Butler and Mayor Mercer <br /> abstained from participation in the issue as determined in the draw at the <br /> Council meeting of August 18th. <br /> <br /> Vice Mayor Mohr asked if the Vineyard Avenue moratorium could be lifted on <br /> the condition that the Bernal Avenue extension will be completed. Mr. Mac- <br /> Donald advised it would be more appropriate to exempt the one project being <br /> .... discussed at this time. <br /> <br /> After discussion, it was moved by Councilmember Wilson, and seconded by <br /> Vice Mayor Mohr, that Resolution No. 87-405, lifting the Vineyard Avenue <br /> moratorium on the Beratlis property ONLY with the understanding that the <br /> developer is committed to putting in the northerly end of the Bernal Avenue <br /> extension, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmember Wilson and Vice Mayor Mohr <br /> NOES: Councilmember Brandes <br /> ABSENT: None <br /> ABSTAINED:Councilmember Butler and Mayor Mercer <br /> <br />~=l Mr. Ted Fairfield, Civil Engineer representing the Lin family, stated that <br />-} the Lin's have offered their fair share to complete the southerly end of the <br /> Bernal Avenue extension, to include street design and construction; there is <br />I'l') no intention of paying for soundwalls or landscaping. He felt the street com- <br />~ pletion and the soundwalls were two separate issues and should be considered <br /> as separate items. <br /> <br /> Letter to Caltrans <br /> CouncilmembeF Brandes requested that a letter be sent to Caltrans to get <br /> concrete barriers along 1-580 and 1-680. <br /> <br /> Crosswalk on Santa Rita Road at Francisco and 4-Way Stop sign on Black Avenue <br /> Mayor Mercer instructed staff to have the Staff Traffic Committee review <br /> the crosswalk on Santa Rita Road at Francisco, and also consider placing an- <br /> other 4-way stop on Black Avenue. <br /> <br /> SB-1699 <br /> Mayor Mercer instruction staff to prepare a report regarding SB-1699, <br /> which allows cities to collect overhead expenses relative to drunk driving <br /> arrests, for consideration by Council at the next meeting. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Butler advised that the Environmental Impact Report for the <br /> Tri-Valley Wastewater Authority was continued from the last meeting, and will <br /> be considered again on September 16th, in the Pleasanton Council Chambers. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mr. Victor Bailey, Black Avenue, stated he felt excess revenues should be <br /> used to operate the City rather than raising the water rates. <br /> <br /> Mr. Earl Randall, 6610 Hansen Drive, stated there is still excessive <br /> speeding on Hansen Drive; he is again requesting a stop sign on Calle Reynoso <br /> <br /> 9 - 9-1-87 <br /> <br /> <br />
