327 <br /> Mayor Mercer advised this ordinance would be on the agenda of October 6, <br />1987, for the second reading, to allow time for the appropriate meetings to be <br />held to work out the proper language for the ordinance. <br /> <br /> Mayor Mercer recessed the meeting at 8:50 p.m. <br /> <br /> Mayor Mercer reconvened the meeting at 8:55 p.m. <br /> <br />Discussion of Stop S'i~n at Valley and Blackbird <br /> M <br /> Mayor ercer s~'(ed he requested this item be placed on the agenda to al- <br />low for discussion. He stated that since the recent accident at this inter- <br />section the Police Department has increased their patrol on Valley Avenue in <br />an attempt to deter.line the driving habits in this area. He stated that 41 <br />citations were issued for drivers exceeding the speed limit by 10 MPH. He <br />stated this is a dangerous intersection and that action needs to be taken im- <br />mediately to alleviate this situation. <br /> <br /> Ms. Joannie Wagner, resident of Pleasanton for twenty years, stated she is <br />aware that Valley Avenue is a busy street. She advised that since the recent <br />accident she started a petition requesting a stop sign or signalization be <br />placed in the intersection of Valley Avenue and Blackbird Way. The petition <br />was signed by 1457 adults and 331 children. She asked that something be done <br />as soon as possible as school starts September 9th, and soccer practice at the <br />Sports Park is also beginning. <br /> <br /> Mr. Victor Bailey, Black Avenue, stated that the existing stop sign on <br />Valley Avenue is difficult. to see; he felt that a flashing yellow light would <br />be more effective. He stated there is a need for the same thing on Black <br />Avenue. <br /> <br /> Ms. Janette Grant, Northway Road, stated that possibly the speed limit is <br />excessive for this area of the street; perhaps it should be lowered. She felt <br />a stop sign would also slow down traffic and make the street more safe. <br /> <br /> Mr. Don Adams, Blackbird Way, stated he concurs that there should be a <br />four-way stop or signalization at the intersection of Valley and Blackbird to <br />protect families in this area. He felt Council and the Traffic Department <br />should look at other intersections throughout the city where a dangerous <br />situation exists and take preventative measures. <br /> <br /> Ms. Nicole Abner stated she was almost hit by a car while crossing Valley <br />Avenue this week; she requested that stop signs be installed immediately. <br /> <br /> Ms. Marsha Taylor, 4156 Cid Way, stated she supports the installation of a <br />four-way stop on Valley at Blackbird. She stated the crosswalk on Santa Rita <br />Road at the Amador Shopping Center is also a very dangerous crossing; maybe <br />the speed limit needs to be lowered at this location. <br /> <br /> Ms. Lillian Jacobson stated she saw the recent accident happen; she urged <br />something be done immediately to slow down traffic. She stated there is also <br />a problem with glare at this intersection. <br /> <br /> Ms. Susan R. Contrarous stated that study needs to be done to see whether <br />a four-way stop sign or signalization would be more effective. She stated <br />that traffic lights do not allow enough time to get across the street before <br /> <br /> 7 - 9-1-87 <br /> <br /> <br />
