325 <br /> An unidentified speaker stated she was in accordance with the previous <br />speakers. She felt the Mobile Park Homeowners Association is an asset to <br />Pleasanton, it is a non-profit organization and shares the problem of in- <br />creased rents. <br /> <br /> Ms. Meg Miranda, Regional Director for the Mobile Home Park Owners As- <br />sociation, representing the park owners, stated there are other solutions of <br />negotiating control without an ordinance. She requested that this item be <br />continued and the concerned parties discuss various options relative to the <br />issue. <br /> <br /> Mr. A1 Friego, Manager of the Hacienda Mobile Home Park, stated he recog- <br />nizes the needs of the people. He advised that the Board of Directors for the <br />Hacienda Mobile Home Park are notified in November relative to a rent increase <br />that will take effect in December. He stated that an accountant and himself <br />meet with the Board of Directors to explain the proposed increase. <br /> <br /> Councilmember Brandes stated this is a real problem; tenants are on fixed <br />incomes and cannot afford higher rents or to move. He stated he is interested <br />in some mechanism to get this matter under control and would like to see what <br />other approaches or alternatives are available~ He felt the park owners <br />should be involved. He felt an ordinance should be the last resort to control <br />rents as he is basically against rent control of any kind; but if that is the <br />only course of action against abuse of rent increases then he is willing to <br />consider this method. <br /> <br /> Councilmember Mohr stated the large attendance at this meeting shows there <br />is a problem and that it needs attention. She felt a committee of owners, <br />tenants, and City staff should meet to determine what is best for the mobile <br />home park residents of Pleasanton. <br /> <br /> Councilmember Butler stated that the missing ingredient is the park <br />owners; all need to participate in the solution to this problem. <br /> <br /> Mr. Stemerick stated that representatives from the the Pleasanton Mobile <br />Homeowners Association are willing to meet with the owners and City staff to <br />establish a set base. <br /> <br /> Councilmember Wilson stated that the time for negotiation is past, rents <br />are abusive, and the owners should have been here tonight to discuss this <br />matter. <br /> <br /> Mayor Mercer stated he concurred with Councilmember Wilson. He stated an <br />ordinance could be introduced tonight, and then before the second reading the <br />park owners, the mobile homeowners association, and City staff could meet to <br />discuss the best wording of the ordinance for the City of Pleasanton. ~ <br /> <br /> It was moved by Councilmember Wilson, and seconded by Mayor Mercer that <br />Ordinance No. 1337, to be read by title only and waiving further reading <br />thereof, to stabilize mobilehome space rents, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> 6 - 9-1-87 <br /> <br /> <br />
