323 <br /> <br />their mobile homes without undue stress of continued space rent increases <br />which cause hardship on them. <br /> <br /> Ms. Babe Teabow, 785 Rose Avenue, stated she lives in the smallest mobile <br />home park in Pleasanton. She cited the space rent increases that have oc- <br />curred since 1973 when she moved in, which she felt were excessive. She stated <br />the owner advised that the increases were for the purpose of improvements but <br />she saw little evidence of improvements to the park. She felt the ordinance <br />presented to Council was fair. She asked those in the audience to stand who <br />were in favor of the ordinance; approximately 150 people stood. <br /> <br /> Mr. Albert Malatester, Sr., Vineyard Villa Mobile Home Park, stated that <br />mobile homes are occupied mainly by widows and widowers on fixed incomes who <br />cannot afford to move, therefore are a captive group to park owners. He <br />stated that space rentors were not given any justification or documentation <br />relative to rent increases. He asked Council to help by considering the pro- <br />posed ordinance as presented. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, stated he has lived in his <br />mobile home park for 23 years; his rent has increased from $44.00 to $180.00. <br />Any new tenant to the park must pay $225.00. He advised there is only one <br />washer provided for the complex, and that very little improvements have been <br />made since he lived there. <br /> <br /> Mr. Bill Hansen, Vineyard Villa Mobile Home Park, stated he is in favor of <br />the ordinance as presented, and urged a favorable vote by Council on this <br />matter. <br /> <br /> Mr. Eugene Price, Hayward, Association Director for the Golden State <br />Mobile Homeowners League, stated the proposed ordinance is in force state-wide <br />but he is representing only the East Bay. He stated that a monolopy exists in <br />ownership of mobile home parks and the tenants definitely need assistance. He <br />advised that mobile homes are no longer mobile; the cost is high to move them <br />and there is also no place to move them. He stated that mobile home park ten- <br />ants are great people and should be protected from undue hardship by unfair <br />increased space rents. <br /> <br /> Ms. Helen Braity, Vineyard Villa Mobile Home Park, stated that her rent <br />has been raised 277% in the last thirteen years. <br /> <br /> Ms. Dee Haye, Hacienda Mobile Home Park, advised that her space has been <br />subject to two rent increases in the two years she has lived there; main- <br />tenance was the reason given for the increase. She stated that she antici- <br />pated further increases due to maintenance and improvements that have occurred <br />this year. <br /> <br /> Mr. Cliff Meyer, Hacienda Mobile Home Park, stated that unless some con- <br />trol is enforced mobile home tenants can look forward to uncontrolled space <br /> rent increases; he felt there needs to be a stabilized control. <br /> <br /> Ms. Nancy Meyer, Hacienda Mobile Home Park, stated this problem is not <br />unique to Pleasanton, other communities have passed ordinances to stabilize <br />space rent for mobile homes. She urged Council to enact the proposed or- <br />dinance to protect the tenants in Pleasanton. <br /> <br /> - 5 9-1-87 <br /> <br /> <br />
