243 <br /> Mr. Don Ninor, 4432 Arbutus Court, stated he formerly lived at 4093 Alta <br /> Court which backed up to West Las Positas Boulevard. He stated when the <br /> soundwall was installed on West Las Positas it made a great difference in the <br /> noise level in his back yard. He is strongly in favor of a soundwall being <br /> installed on Foothill Road behind his new home. <br /> <br /> Mr. Gene Finch, 15 Deer Oaks Drive, stated he lived formerly lived in <br /> Highland Oaks and knows of the traffic and noise problems associated with <br /> Foothill Road. He stated it is improtant these people be given consideration <br /> for a soundwall and some type of landscaping to maintain the rural atmosphere. <br /> <br /> Mr. Charles Doda, 7983 Applewood Court, stated his area is very noisy even <br /> though Applewood Court is not listed in the report. He stated that Foothill <br /> Road is a designated truck route which creates adverse noise impact, especial- <br /> ly at night. He did not feel West Las Positas Boulevard should be widened. <br /> <br /> Ms. Judy Holmes, whose home backs up to Foothill Road, stated she cannot <br /> leave the doors and windows open in the summer because of noise. She stated <br /> the road is also dangerous because of speeders. <br /> <br /> Mr. Richard Statham, 4718 Orangewood Court, stated living at his residence <br /> is like living with a vacuum cleaner ten feet away - it is noisy. <br />0 <br />{]0 Mr. Sandy Boardman, 4884 Treewood Court, stated that traffic will continue <br />CV') to increase on Foothill Road; commuters sometime use it as a alternate route <br />~ because of the complex problems on the freeway. <br />.:::Z: Mr. David Melander, 7988 Limewood Court, stated the soundwall should be an <br />'::::[ extension of the wall on West Las Positas Boulevard; it is a good strong wall. <br /> He felt the soundwall would make a great difference in decreasing noise to <br /> homes in the Foothill Road area. He stated the neighbors have spoken; he <br /> urged Council to make a commitment to building the soundwall on whatever time <br /> schedule the City can come up with, the sooner the better. <br /> <br /> Mayor Mercer asked if the soundwall could be build in phases. Mr. Elliott <br /> advised that it could be. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br /> Councilmember Butler, to take action to include the Foothill Road soundwall in <br /> the three-year Capital Improvement Program, and directing staff to bring back <br /> a report regarding time frame for installation of the soundwall, how much it <br /> will cost, where it will be built, what it will look like, and the possible <br /> transfer of funds from the West Las Positas Boulevard beautification project <br /> to the Foothill Road soundwall project. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Mayor Mercer directed staff to place this matter on the agenda of June 7, <br /> 1988, and to provide all interested surrounding Foothill Road residents with a <br /> copy of the report and agenda. <br /> <br /> Councilmember Wilson stated Council will encounter this same problem with <br /> the TMI project. <br /> <br /> - 14- 4-19-88 <br /> <br /> Ir <br /> <br /> <br />
