Salter <br />{][] Associates~ Consultants in Acoustics <br />Cr) Mr. Elliott presented his report {SR 88:170) dated April 19, 1988, regard- <br />~ ing this matter. <br />~ Mrs. Dorothy Bevard, 7974 Hillsboro Court, stated that a soundwall along <br />~ Foothill Road has been under consideration since August 1986. She asked those <br /> in the audience in favor of a soundwall at this location to stand - approxi- <br /> mately 30 people stood. Mrs. Bevard stated that noise from trucks that are <br /> being parked on the Moller property is intolerable. She stated that trucks <br /> are also washed at this location creating additional noise. She advised that <br /> the Black Power Club added further adverse noise impacts to the residents <br /> along Foothill Road. She stated that the study states that a soundwall will <br /> not reduce noise; she felt the study was taken at the wrong location. She <br />...... stated it was her understanding in August 1986 that a soundwall was in the <br /> budget; she is very concerned that it is not being considered at this time. <br /> <br /> Mayor Mercer stated that the consultant study says that a soundwall will <br /> not make a big difference. <br /> <br /> Councilmember Brandes stated that Council put money into the budget to do <br /> this study to get information regarding justification for a soundwall; Council <br /> is fully aware of the residents concerns. He stated Mr. Melander attended the <br /> budget session to express the residents request for the soundwall. He advised <br /> there is an item in the budget which allocates $145,000 for the beautification <br /> of West Las Positas Boulevard; perhaps this could be appropriated toward a <br /> soundwall project on Foothill Road if deemed necessary by Council. He stated <br /> a soundwall cannot be built until Council puts it in the Capital Improvement <br /> Program. <br /> <br /> Mr. Donald Bevard, 7974 Hillsboro Court, stated there is need for a sound- <br /> wall because of cars crashing into back yards along Foothill Road; there is <br /> need for a sturdy wall. <br /> <br /> 13 - 4-19-88 <br /> <br /> <br />
