Councilmember Brandes expressed concern that if this is approved it will set a precedent; is Council establishing a new policy or making an exception. After further discussion, it was moved by Councilmember Wilson, and secon- ded by Councilmember Butler, that Resolution No. 88-178, after finding that the unique circumstances of the Habener's parcel justify this exception from normal policy, approve the request of Diane Habener to connect to the City Water System (no sewer services will be provided); and approval of a Prean- nexation Agreement for the Habener property (0.96 acre) located on the north- east corner of Linden Way and Vine Street, which requires the applicant to pay all expenses associated with the water hook-up; and authorizing execution of the agreement by the appropriate city officials, be adopted. Ms. Sandra Weigert, 5143 Northway Road, representing concerned citizens in this area, asked those in support of the stop sign to stand approximately 10 people stood. She stated that while traffic may not warrant a stop sign at this intersection the volume of children going to Walnut Grove School does warrant the stop sign; approximately 1900 students attend this school. She advised that Walnut Grove does not have a crossing guard, therefore the stop sign is needed for safety reasons. Councilmember Butler stated he felt staff should have an opportunity to review this matter to see what can be worked out. Councilmember Brandes stated he has personally sat at this intersection to see the number of children crossing the street; it is a serious problem. - 12 4-19-88
