247 <br />the City only has a certain amount of sewer and water capacity and those ser- <br />vices will be provided to residences within the City before it is extended to <br />unincorporated areas. <br /> <br /> Councilmember Brandes expressed concern that if this is approved it will <br />set a precedent; is Council establishing a new policy or making an exception. <br /> <br /> After further discussion, it was moved by Councilmember Wilson, and secon- <br />ded by Councilmember Butler, that Resolution No. 88-178, after finding that <br />the unique circumstances of the Habener's parcel justify this exception from <br />normal policy, approve the request of Diane Habener to connect to the City <br />Water System (no sewer services will be provided); and approval of a Prean- <br />nexation Agreement for the Habener property (0.96 acre) located on the north- <br />east corner of Linden Way and Vine Street, which requires the applicant to pay <br />all expenses associated with the water hook-up; and authorizing execution of <br />the agreement by the appropriate city officials, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br />item 12e <br />Request for Annexation of App.roximately 10 Acres located on the east side of <br />Foothill Road - Bridgman Development, Inc. <br /> Mr. Elliott presented his report (SR 88:171) dated April 19, 1988, regard- <br />ing this matter. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, <br />directing staff to prepare a formal resolution for Council consideration <br />requesting the annexation of 10 acres located on the east side of Foothill <br />Road- Bridgman Development, Inc., and application to LAFCO; and directing <br />staff to notify all property owners in the vicinity of said Annexation of the <br />time and place at which the resolution will be considered. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />item 12f <br />Traffic Report for Intersection of Northway Road and Harvest Road <br /> Mr. Elliott presented his report (SR 88:172) dated April 19, 1988, regard- <br />ing this matter. <br /> <br /> Ms. Sandra Weigert, 5143 Northway Road, representing concerned citizens in <br />this area, asked those in support of the stop sign to stand approximately 10 <br />people stood. She stated that while traffic may not warrant a stop sign at <br />this intersection the volume of children going to Walnut Grove School does <br />warrant the stop sign; approximately 1900 students attend this school. She <br />advised that Walnut Grove does not have a crossing guard, therefore the stop <br />sign is needed for safety reasons. <br /> <br /> Councilmember Butler stated he felt staff should have an opportunity to <br />review this matter to see what can be worked out. <br /> <br /> Councilmember Brandes stated he has personally sat at this intersection to <br />see the number of children crossing the street; it is a serious problem. <br /> <br /> - 12 4-19-88 <br /> <br /> <br />
