249
provide for future needs. Personally he felt this is the wrong time to fore-
close on that option; leave it on the general plan as a planning tool. When
the loop around the City is completed Council can better determine the need
for this expanded street.

Councilmember Brandes concurred.

It was moved by Councilmember Mohr, and seconded by Councilmember Butler,
that Council defer any further action on the Del Valle Parkway extension until
such time as the Valley Avenue extension from Busch to Stanley and the Bernal
Avenue extension from Stanley to Del Valle have been completed and a traffic
analysis done to assess the impact of these two street openings.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, and Wilson
.NOES: Mayor Mercer
ABSENT: None

item 12c
Z-88-139, Application of Holiday Inn for design review approval to install a
satellite dish antenna at the existing hotel complex located at 11950 Dublin
Canyon Road. Zoning for the property is PUD-Central Commercial District
Mr. Swift presented his report {SR 88:173) dated April 19, 1988, regarding
this matter.

After discussion, it was moved by Councilmember Brandes, and seconded by
Councilmember Mohr, that Resolution No. 88-177, directing Holiday Inn to sub-
mit an application for Design Review Board consideration of the revised dish
antenna, as required by the City's Munitipal Ordinance; and in addition, the
applicant will be required to remove the existing dish antenna from the site
by May 1, 1988, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer
NOES: None
ABSENT: None

item 12d
Request to Connect to City Water System and Approval of Preannexation Agree-
ment for Habener {0.96 acre located on the northeast corner of Linden Way and
Vine Street}
Mr. Elliott presented his report {SR 88:178) dated April 19, 1988, regard-
ing this matter.

Ms. Diane Habener, applicant, stated City policy states that there are no
connections for new construction in the unincorporated but she is only one
parcel away from the present City water line. She explained that the parcel
inbetween belongs to an elderly couple who have no interest in hooking up to
City water and sewer. She felt her situation is unique; her main concern is
one of economics. She feels the Remen Tract will at some future time annex to
the City; she would like to have water connection at this time for her new
home. She did not feel it is fair to withhold water and sewer services in an
attempt to get this area to annex to the City.

Mayor Mercer advised that Council has never said that any unincorporated
area would be rquired to annex to the City in order to receive City services;

- 11 4-19-88
