251 <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br /> Councilmember Mohr, that Resolution No. 88-176, approving the programming of <br /> $14,600 in Housing and Community Development Program funds recently made <br /> available from the Urban County Contingency Fund to the budget for the Kot- <br /> tinget Place senior housing improvements project for Fiscal Year 1988-89; and <br /> directing staff to program the above noted HCD funds through Alameda County <br /> Housing and Community Development, be adopted. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> item 12b <br />Status of Del Valle Parkway Extension from Main Street to Stanley Boulevard <br /> Mr. Elliott presented his report {SR 88:160) dated April 19, 1988, regard- <br /> ing this matter. <br /> <br /> Mr. Ozbirn, owner of the Pleasanton Mobile Home Park, stated the proposed <br />extension will take approximately one half of his mobile home park. He felt <br />the City should take 100% and should be responsible for the replacement of the <br />park tenants. He stated he would like to convert the park to an RV park. <br /> <br /> Mr. Ray Bianchi, 4120 Stanley Boulevard, asked for a status report as to <br />when a decision would be made on the timing of the extension; will it be one <br />year or fifty years. <br /> <br /> Mr. Thurman Caudill, Augustine Street, asked if this project is under the <br />Community Development Agency. Mr. Swift advised it is one of the proposed <br />projects but it is not within the boundary of the CDA; it can be done under <br />the Community Development Agency if it benefits the area. <br /> <br /> Councilmember Bubtler asked if the City is going to build the street; it <br />so it is important to address it as a City project. <br /> <br /> Councilmember Wilson stated this project is not in the Capital Improvement <br />Budget. He stated he heard that in one of the mobile home parks on Vineyard <br />Avenue there are many units for sale; he requested staff to check to see if <br />this is true. If so, some people are taking advantage of affordable housing <br />now available in Pleasanton, and it may be easier to relocate tenants from the <br />mobile home park. He stated the economic question should be determined by <br />Council., <br /> <br /> Councilmember Brandes stated that one of the major needs for Del Valle <br />Parkway is what is done on the Southern Pacific right-of-way; Council needs to <br />look strongly at the circulation pattern if that becomes a street. <br /> <br /> Mayor Mercer stated that for the City to buy the property would require <br />the property to be evaluated by a real estate appraiser to determine the value <br />of the property and the City would have to pay that price for it; improved <br />property would be more valuable than unimproved property. He stated the issue <br />most people are concerned about is if the City is going to build the street, <br />when, and where. He stated it is on record that the street will be not built <br />for a long time; and he is not sure there is a need to build it. <br /> <br /> Councilmember Butler stated it is difficult to determine needs in the fu- <br />ture; when the street was set aside to be expanded later it was done so to <br /> <br /> - 10- 4-19-88 <br /> <br /> <br />
