209 <br /> <br /> After discussion, it was moved by Councilmember Brandes, <br />and seconded by Councilmember Mohr, that Ordinance No. 1357 <br />creating a Library commission consisting of five commissioners <br />appointed by Council, one commissioner appointed by Pleasanton <br />Library League, one commissioner representing the Alameda County <br />Library Commission, with one alternate commissioner appointed by <br />the Council, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and <br /> Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />item 6f <br />~Qport of School Bond Election <br /> <br /> After discussion, it was moved by Councilmember Brandes, <br />seconded by Councilmember Butler, that Resolution 88-148 in <br />support of the School Bond Election, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and <br /> Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Moratorium <br /> Councilmember Wilson spoke about the impact of a moratorium <br />on the City of Pleasanton. He said he has spoken with staff, <br />members of the Council, and many people in Pleasanton regarding <br />this matter. After reviewing the Capital Improvement Program, <br />he felt a moratorium might prevent the necessary growth of <br />Pleasanton. He felt more benefit would be gained by not having <br />a moratorium. However, he felt more input and instruction was <br />needed because of the 5,300 signatures on a petition ~hat <br />indicated there was much public opinion on this matter. <br /> <br /> Councilmember Brandes also spoke regarding a moratorium. <br />He expressed concern about the growth of Pleasanton, the impact <br />on the school system, and the problems associated with traffic <br />at the interchange on Hopyard, Foothill Road, and Santa Rita. <br />He stated he did not particularly want a moratorium, but was <br />very concerned about growth management. <br /> <br /> After further discussion between Council and staff, <br />Councilmember Brandes requested that an item be placed on the <br />next agenda regarding growth management for the City of <br />Pleasanton. Mayor Mercer agreed to this. <br /> <br />item aq <br />Livermore AlEport <br /> Mayor Mercer said he has met with Livermore Mayor Turner. <br />They had agreed that a solution to the problem might be reached <br />by appointing a committee that would report back to the Council <br />with recommendations within four months.
