189 <br /> <br />to allocate funds for safety sound walls and bike paths along <br />Foothill Road. <br /> <br /> Councilmember Brandes asked Mr. Malander if he would <br />prioritize safety sound walls versus bike paths. Mr. Malander <br />said he would prefer the sound walls. <br /> <br /> Joe Fisher, 611 Windmill Lane, stated he thought safety <br />sound walls in the Foothill Road area are necessary. <br /> <br /> Bev Davis, 7282 Valley View Ct. stated she is the owner of <br />a downtown business. She urged that Council review downtown <br />issues and allocate monies for necessary revitalization. <br /> <br /> Jack Obing, 4250 Muirwood Drive, said he thought street <br />maintenance and mowing should be 'in maintenance and budget, and <br />not in Capital Improvement Budget. He expressed concern that <br />resources might not be available to take care of Capital <br />Improvements in the future. He recommended that the City create <br />endowment funds and use the interest to pay for maintenance and <br />staff. <br /> <br /> Councilmember Butler responded that some of the streets are <br />being reconstructed, not simply maintained. <br /> <br /> Councilmember Brandes said that once a project is approved, <br />such as the library, that funds are allocated to operate it. <br /> <br /> Mayor Mercer declared the public hearing closed. <br /> <br /> After further discussion regarding various projects, it was <br />moved by Councilmember Brandes, seconded by Councilmember <br />Butler, that Resolution No. 88-157, approving of the Three-year <br />Capital Improvement Budget, with the $140,000 listed on Pag~ 68 <br />staying in road improvements, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and <br /> Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision presented at <br />this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented <br />at this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />item 12a <br />Traffic Assumptions <br /> Mr. Swift presented the report (SR:88:156) dated April 5, <br />1988, regarding this matter. <br /> <br /> Page 16 4-5-88 <br /> <br /> <br />
