He concluded by advising that the City of Livermore does not support <br />residential development on the Staples Ranch. <br /> <br /> Mr. Steve Patenaude, a local pilot and resident of Livermore, presented <br />his comments in written form to the City Clerk supporting the current zoning <br />of light industrial adjacent to the Airport and opposing changing the zoning <br />to include residential development in the area of the Staples Ranch. <br /> <br /> Mayor Mercer stated that Council does not want multi-housing on the Sta- <br />ples Ranch but would like some residential buffer of homes near the Pleasanton <br />residential area. He stated there is also Council support for a 26 acre park, <br />some commercial/light industrial land uses, a soundwall buffer south of the <br />arroyo, high density zoning near the road to low density, four lanes instead <br />of six lanes, take another look at the realignment, preservation of the Mohr- <br />Martin area, and instruction to staff to start the Environmental Impact Report <br />process to include the six-lane width street and school site. He instructed <br />staff to proceed along the suggestions listed above. <br /> <br /> Mayor Mercer recessed the meeting at 8:55 p.m. <br /> <br /> Mayor Mercer reconvened the meeting at 9:00 p.m. <br /> <br />SCHOOL DISTRICT ISSUES <br /> The following members of the Board of Trustees for the School District <br />were present: Charles Eddinger, Clark Gunson, Dr. Bruce Merrill, Gerald <br />Braun, Juanita Haugen, Pat Ferreira, T. Michal Dyer, and Earnestine Schneider. <br /> <br />Discussion of City Participation in School Anti-Drug Programs <br /> Councilmember Brandes stated the City Council has indiated an interest in <br />drug abuse programs in the past; he suggested the community, schools and City <br />work together to get the best program possible. <br /> <br /> Mayor Mercer stated it was his understanding that the School District. of- <br />fice had a citizens committee to review drug abuse programs that they would <br />like to present to Council at this time. <br /> <br /> Ms. Kathy Werner, citizen working with drug curriculum, stated the commit- <br />tee has reviewed several drug abuse programs as to their positives and weak- <br />nesses and what is best for Pleasanton. She stated the committee is looking <br />at drug education programs to begin in the fourth grade, varying in degree of <br />education as the pupil gets older. She advised the program could be con- <br />sidered an in-house curriculum. She stated that most programs are expensive. <br />She advised there is still much research and information to obtain before <br />making a formal presentation to the School Board and City relative to the most <br />effective substance abuse program; she would like to have a formal program <br />ready for School Board consideration by June for implementation in September. <br /> <br /> Mr. Bill Eastman, Police Chief, stated that the Police Department has been <br />investigating various substance abuse programs and feel that the DARE program <br />offers the best program in education. He cited figures substantuating the <br />need for such a program in Pleasanton. He advised the DARE program has been <br />used in other cities with very good results. <br /> <br /> Mr. Greg Wixom, Police Department, elaborated on the DARE program.
