He advised the DARE program has been used by some cities for <br />five years and has had a successful evaluation. <br /> <br /> Mr. Eddinger stated the substance abuse program is important to the entire <br />community and would need the support, both staff-wise and financially, to make <br />the program a success. <br /> <br /> Mayor Mercer stated that after the citizens committee has reviewed several <br />programs and made a formal presentation the City will consider further any <br />financial assistance for such a program. <br /> <br />Discussion of Exchanqe of Property between City and School District <br /> Mr. MacDonald presented his report (IR 88:24) dated March 29, 1988, <br />regarding this matter. <br /> <br /> Mayor Mercer stated the concept would be to trade City property near the <br />sewage treatment plant for the upper sports field at Pleasanton Elementary <br />School, which the City has a lease on. He stated if the School District did <br />not want the property they could sell it. <br /> <br /> Mr. Eddinger stated the City has a lease on the sports field for many <br />years to come and he felt it would be in the School's best interest to look <br />into the land trade. <br /> <br /> Councilmember Brandes stated the City has a valid lease on the upper <br />school yard fields and unless the School District intends to use the property <br />next to the sewer plant to build a school, which he felt would be unlikely, <br />then he is opposed to the trade. <br /> <br /> Councilmember Wilson asked if there is any way to speed up the litigation <br />now pending on this property. Mr. MacDonald stated it could not be done any <br />faster. <br /> <br /> Ms. Schneider asked if the property near the sewage plant could be used <br />for residential or light industrial. Mayor Mercer stated that the surrounding <br />property owners would have to be taken into consideration when considering <br />development of this land. <br /> <br /> Councilmember Mohr stated she felt growth management permits could be bet- <br />ter used elsewhere. <br /> <br /> Mr. Eddinger stated that the School Board has made an unconditional pur- <br />chase this date on some City and County of San Francisco land; if the School <br />District does not build within two years the property will go back to the City <br />and County of San Francisco for first option to buy it back. <br /> <br /> Mr. Dyer advised the bond issue, if successful, will take care of school <br />needs to the year 2000. <br /> <br /> Ms. Schneider stated that money from the bonds would be used to build the <br />school; the District would furnish it. <br /> <br /> Mr. Gunson stated there has been some discussions previously with the City <br />regarding a gymnasium that would be jointly used by the school and the City. <br />He asked if Council is interested in pursuing this matter.
