173

Mr. Bill Allen, 3005 Ferndale Court, stated he is concerned about traffic
loading onto a six lane road, particularly truck traffic. He stated he is
opposed to a six lane road because of increased traffic. He felt a soundwall
should be installed if the street is widened.

Mr. Adolph Martinelli, representing the Staples Ranch, stated he felt
there has been some misconceptions - lots of planning effort has gone into
this specific plan program and he felt it is a good plan; there is low to
medium density buffering next to Pleasanton Meadows in the plan. He stated
the street system has been planned so as not to go through the Pleasanton
Meadows neighborhood. He advised there would be no development on the Staples
Ranch until the completion of E1 Charro Road and the interchange is remedied.
He stated that the gravel companies will be using E1Charro Road because of
the mandate to not use City streets. He stated that Staples Ranch is outside
the clear zone of the Airport; any airport noise can be mitigated by
soundproofing measures. He stated the County could generate a lot of money
from commercial development on this property but he is not sure that is the
right use of the property. He stated that Stoneridge Drive is essential to
the community; all freeway improvements need to take place to accommodate any
development.

Ms. Phyllis Bullock, Golden Road, stated she moved to Pleasanton twenty-
five years ago and there was concern about the Livermore Airport expansion at
that time. She stated the Airport is a vital link to transportation. She
would like to see all the land around the Airport remain an open area.

Mr. Dartell Defesi, 3029 Ferndale Court, stated he would like his neigh-
borhood to remain a quiet area; he is opposed to the widening of Stoneridge
Drive.

Mr. Rich Morton, 3440 West Las Positas, stated he strongly supports the
deletion of the Martin Avenue bridge; it is insanity to increase traffic in
this area.

Mr. Bob Santos, 3017 Melbourne Court, stated he felt for safety reasons
Martin Avenue should go through. More medium density would provide additional
housing but would increase traffic on the two entrances into this area and
create a hardship on the Fairlands school. He stated that commercial traffic
could use Stoneridge Drive. He felt the proposed school site is wrong. He
stated that if Stoneridge Drive goes along the Arroyo there needs to be a
sound barrier. Overall he felt the plan as proposed is a good one.

Mr. Marvin Murphy, representing Kaiser Sand and Gravel, and a twenty-eight
year resident of Pleasanton, stated that the short and long range planning of
E1 Charro needs to be carefully considered, especially as it relates to truck
traffic. All trucks from the gravel industry will be funneled through that
route. He requested that staffs from the cities involved and the county
cooperate so that all concerns can be considered and worked out. He felt the
staff report was sketchy; timing and funding needs to be addressed more close-
ly in the Environmental Impact Report. He advised he would be sending a sum-
mary letter setting forth his comments and concerns regarding the Stoneridge
Drive Specific Plan.

Mr. Jack Smith, Attorney representing Betty Dawes, stated that many months
of planning have gone into the proposed specific plan and he felt it is good
planning. He felt that high density residential zoning is proper planning for

5 - 3-29-88
