177 <br /> <br />stated this looks like a tremendous amount of infrastructure. He stated it is <br />his personal opinion that there are other places that need higher priority. <br />He stated he feels there should be a small transition area between residen- <br />tial. He would like more light industrial/service commercial area. He stated <br />he is concerned about routing traffic through residential to get to Stoneridge <br />Drive; it is not proper planning or appropriate. <br /> <br /> -Mayor Mercer stated the reason he suggested homes backing up to homes is <br />because that is what the present residents expect; he supports the concept of <br />a community park but for people buying homes who would know that is what would <br />be behind their homes. Service commercial and light industrial are at a pre- <br />mium in the City as well as the Valley; this would be an ideal use for that <br />area. This would allow the County to do something with their property. He <br />felt it is important that this land be anQexed to the City so that the City <br />would have control of the land uses even through he did not expect it to <br />development immediately because of lack of sewage capacity and other factors. <br />He stated that South of Arroyo, Council has made a lot of commitments regard- <br />ing density and zoning; he did not have any problem with the planning South of <br />the Arroyo. He did not know where the school will go but felt it should be as <br />far away from E1 Charro Road and the Airport as possible. He stated the City <br />will be required to pay for some of the improvements. <br /> <br /> Councilmember Mohr stated that after reading the long range school needs <br />report the School Board has decided a school at this location is something <br />that will not be needed so that may not be a consideration. With regard to <br />the Chu property, she does not see low density going in next to a six lane <br />highway. <br /> <br /> Councilmember Brandes stated he generally concurs with the comments made <br />about the Staples Ranch, with a small amount of residential and a park. <br />Regarding the properties in the City that are not a part of the Staples Ranch, <br />on the Chu property he felt the density is out of balance and should be <br />feathered from low density to medium, but 908 units is not appropriate o~ good <br />planning. The Molinaro piece should be low-medium density. Zoning the Dawes <br />property high density residential is not comprehensible. He felt the Mohr- <br />Martin area should be feathered from low density to medium density. He did <br />not feel density should be increased to pay for the road; the need for the <br />road does not exist. Future development in the City may require that the road <br />is a vital necessity. He felt this balance of residential is entirely inap- <br />propriate and not in keeping with the concept of adjacent areas. He stated <br />that Alternate 3 of the Staff Report is his choice at this time. <br /> <br /> Councilmember Wilson stated that staff has indicated they have already <br />talked to the property owners and they have agreed to contribute 37 million <br />dollars for the improvements; he suggested the City pay 18 million dollars and <br />cut the density in half. Otherwise, who will pay for the improvements. <br /> <br /> Councilmember Brandes stated the people who create the need can pay or the <br />City will pay. <br /> <br /> Planning Commissioner Tarvet stated that if the City were actively making <br />people who benefit to pay for the improvements then he felt it is too late. <br />Pleasanton needs a balanced community and he felt Council should not go any <br />further now. He felt it would be shortsighted to put high density in the <br />Mohr-Martin area; there are pieces of property on the south side that would <br />support high density. <br /> <br /> 3 - 3-29-88 <br /> <br /> <br />
