179

regarding this matter. He did not want Stoneridge Drive to end up being a
blind alley; he felt it should be completed including whatever work is neces-
sary to complete E1 Charro Road and Interchange.
0
[]C) Councilmember Butler stated the circulation required for Stoneridge Drive
{y) is probably the most important criteria for the planning of this total
package. He stated that if Council is talking about some magic number of
~ units then they have to recognize that the current General Plan says that is
me[ long range planning.

Planning Commissioner Mahern stated that then she read the report the
thing that struck her was that the City is considering density on the land
south of the Arroyo so that it could support the roadway and improvements; she
took offense to this and felt it is not good planning. She stated there is a
problem with the density. She also personally objects to a six-lane road be-
hind her house. She would like to see the density reduced. She also felt
that concerns about the Livermore Airport should be taken into consideration.

Planning Commissioner Michelotti stated she agrees with Mayor Mercer in
that there should be some type of buffer, possibly medium density residential
that is adjacent to the existing residential area. The City has already com-
mitted to the current property owners in that area that a residential buffer
will be constructed there as well as residential development closer to the
highway. She stated she is concerned about the Airport; to think that the
City is not going to have business people and larger plans using the Airport
is not feasible. She felt the Airport planning is shortsighted; full planning
should look at the future as to what is going to happen. Regarding the
Stoneridge Drive, someone has to pay the bill but by saying the City needs
this type of density in order to pay the bill is something that the City
should not do. She favors a lower buffer density around the high density by
moving down to medium density. She stated that in order to protect the Mohr-
Martin area she would like to see that the low density pieces of property re-
main that way and keep the Mohr-Martin area buffered from any higher densAty.
Regarding a school site, it should be located at a site that would not be im-
pacted by the Airport close by. She felt good planning should come first and
figure out how to pay for improvements later.

Mayor Mercer asked if the density is reduced could Stoneridge Drive be
reduced from six to four lanes. Mr. Lee stated he felt six lanes will be
necessary at build out of the residential and business park development.

" Councilmember Brandes asked if the General Plan is built out as planned
when would the City need Stoneridge Drive. Mr. Lee advised traffic is cur-
rently approaching maximum standards. Councilmember Brandes asked if the
situation will be relieved with the completion of Hacienda Interchange. Mr.
Lee stated that depends on where development occurs. He added that E1 Charro
improvements are needed to make Stoneridge Drive effective.

Planning Commissioner Michelotti stated that regarding E1 Charro, she felt
zoning should be retail commercial at the entrance to E1 Charro.

Planning Commissioner Tarvet stated the main concern of the Residential
Review Committee of the General Plan was balance of housing and jobs but he
did not know how much they looked into the surrounding area. He felt it is
the appropriate time to proceed with planning; it would be nice to know long
range plans so that the residents can understand where the City is going.
