The proposed Master Plan includes a pathway~ landscap- ing, tot lot, benches and lighting Consider Adoption of Negative Declaration '-- Ms. Bengtson presented her report (SR 88:75) dated February 16, 1988, regarding this matter. Mayor Mercer declared the public hearing open on the application and the negative declaration. Mr. Lou Rodriquez, who lives adjacent to the park, expressed concern regarding the number of access points to the pathway lanes. He felt this would increase vehicular and motorcycle traffic and create a dangerous situa- tion. He suggested that there be access only at each end to allow for emer- gency and maintenance vehicles. He asked that this matter be reviewed further. Ms. Bengtson stated that the curb cuts can be narrowed, or bollards could be placed at the access points to prevent unnecessary traffic. She advised that the plan being considered tonight is the Master Plan; design detail will be reviewed later and this matter can be discussed at that time. There being no further testimony, Mayor Mercer declared the public hearing closed on the application and the negative declaration. It was moved by Councilmember Brandes, and seconded by Councilmember Wil- son, that Resolution No. 88-78, determining on the basis of a review of ini- tial environmental study done for this project, that no significant environ- -- mental impact would occur as outlined in the City's guidelines and that a negative declaration is appropriate in connection with the application of the City of Pleasanton for approval of the Master Plan for Sutter Gate Park, be adopted.
