Councilmember Wilson declared the continued public hearing <br />open on the appeal and the negative declaration. <br /> <br /> Mr. Chris Beratlis, co-applicant with Amador Valley Savings <br />and Loan, stated he met with the surrounding homeowners on <br />January 6th and came to a consensus of opinion on the following <br />proposed changes: lower Lots 1-14 by ten feet; Lots 1-4 and 6-13 <br />would be limited to single story structures; Lots 8, 9 and 10 <br />will have a 40 ft. setback, project sewer and storm drain lines <br />will be connected to existing services located along the western <br />property; drainage improvements as well as upgrades to the exist- <br />ing systems will be completed along the western property line to <br />ensure collection of on-site run-off; and appropriate landscaping <br />will be in accordance with conditions of approval. <br /> <br /> Ms. Beth McKnight, 824 Sylvaner, stated the surrounding home- <br />owners basically agree with the grading level and the limitation <br />of one-story houses abutting their homes; however they would <br />request that the City allow construction to take place only on <br />Saturdays, 10:00 a.m. to 6:00 p.m., and to not allow any con- <br />struction on Sundays and holidays. <br /> <br /> Mr. Rich Rollins, 830 Sylvaner, stated he is concerned about <br />flooding and requested that proper and adequate drainage be pro- <br />vided. He also requested that no construction be allowed on <br />holidays. <br /> <br /> Mr. Frank Belecky, 892 Madeira, stated the surrounding home- <br />owners request that construction access to the project be pro- <br />vided from Vineyard Avenue rather than Crellin Road. He also <br />requested that the developer place a sign at the exist of the <br />project for truckers to drive with caution. <br /> <br /> Mr. Ron Schneider, 650 Orofino Court, President of the <br />Vintage Hills Homeowners Association, thanked Council for their <br />support to have the developer work with the residents in the <br />area. <br /> <br /> Mr. Beratlis advised that the property would be developed by <br />individual builders therefore it will be difficult for him to <br />control their work. He stated he is responsible for the ground <br />work and that there will not be any off-site improvement work <br />done on Saturdays, Sundays or holidays. <br /> <br /> Councilmember Brandes asked if a condition could be placed on <br />the project that would apply to the individuals builders to <br />restrict the days and hours of construction. Mr. MacDonald ad- <br />vised that such a condition could be added that would go with the <br />land and would be in effect for all future builders. <br /> <br /> There being no further testimony, Councilmember Wilson de- <br />clared the public hearing closed on the appeal and the negative <br />declaration. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Coun- <br />cilmember Wilson, that Resolution No. 88-28, determining on the <br /> <br /> - 6 - 1-19-88 <br /> <br /> <br />
