9 <br /> <br /> Mr. Swift presented his report (SR 88:21) dated January 19, <br />1988, regarding this matter. <br /> <br /> Councilmember Wilson had questions concerning the tax <br />revenues. Mr. Lee stated that State law enables cities to elect <br />to contribute certain revenues which would normally accrue to the <br />Community Development Agency to be allocated, instead, to the <br />City. These revenues include tax rate increases, such as special <br />assessments imposed for the benefit of the entire City, after the <br />adoption of the Community Development Plan. Council's decision <br />to contribute these revenues to the City can always be rescinded <br />at a later date, but must be made at this time to meet the March <br />increment. <br /> <br /> Councilmembers felt an informational meeting regarding the <br />Community Development Agency and its function would be appropri- <br />ate. After discussion, Council instructed staff to schedule a <br />special meeting to review this matter. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Coun- <br />cilmember Mohr, that Resolution No. 88-35, electing to be allo- <br />cated certain tax revenues pursuant to Health and Safety Code <br />Section 33676. be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Approval of issues to be addressed in San Francisco Specific Plan <br /> Mr. Swift presented his report (SR 88:23) dated January 19, <br />1988, regarding this matter. <br /> <br /> Mr. Martin Inderbitzen, Attorney representing the City and <br />County of San Francisco, stated that San Francisco is looking to <br />moving forward with its Specific Plan process; he favored includ- <br />ing the issues in Staff Report 88:23 in the Plan. <br /> <br /> Mayor Mercer stated he would like to go on record supporting <br />having San Francisco build a golf course. <br /> <br /> Mayor Mercer asked if the City will have the opportunity for <br />input into the process as the Specific Plan goes along. Mr. In- <br />derbitzen advised that the City will have input into the Specific <br />Plan through Chandler Lee or himself. He advised he did not know <br />the timetable for adoption of the plan. Mayor Mercer asked to be <br />able to meet with San Francisco on a periodic basis to review and <br />make comments on the Specific Plan. Council concurred. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and <br />seconded by Councilmember Wilson, that Resolution No. 88-36, <br />identifying City concerns and requesting that the San Francisco <br />Public Utilities Commission include those issues in the consul- <br />tant's contract for the preparation of a Specific Plan for the <br />550 acre property shown on the General Plan map, be adopted. <br />The roll call vote was as follows: <br /> <br /> - 15 - 1-19-88 <br /> <br /> <br />
