the meeting of July 19, 1988, 7:30 p.m., in the Pleasanton Council Chambers,
at the request of the applicant.

item 99
Resolutions Making Application to LAFCO and Agreeing to the Exchange of Prop-
erty Tax Revenue for Annexation No. 124 (Bernal Avenue and Anqela Street
Extension)
Mr. Elliott presented his report {SR 88:322) dated July 5, 1988, regarding
this matter.

Mayor Mercer declared the public hearing open on the item.

Mrs. Joan Buchenauer, 894 Bonita Avenue, stated that although the proposed
road has been on the General Plan for years the City is compromising some of
the charm of the community; especially the loss of wildlife, trees, and scar-
ring of the hillside. She expressed concern that landscaping and soundwalls
have not been included in the extension plans. She does not want to lose the
peace and quiet of the neighborhood. She asked if it is really in the best
interest of the City to connect this road. She felt the residents have not
been properly informed or notified.

Mr. Mike Faber, 833 Abbie Street, stated he is not happy about the road
going through but is more concerned about keeping the land as open space
rather than going into large scale development. He stated he received a let-
ter from the developer stating he will start work shortly after July 4, 1988.
He expressed concern that the City has not kept the residents more informed.
He felt a soundwall should be installed in conjunction with the street
improvements.

There being no further testimony, Mayor Mercer declared the public hearing
closed on this item.

It was moved by Councilmember Brandes, and seconded by Councilmember But-
ler, that Resolution No. 88-324, making application to LAFCO for Annexation
No. 124 {Bernal Avenue and Angela Street Extension); and Resolution No. 88-
325, agreeing to the exchange of property tax revenue in connection with An-
nexation No. 124 {Bernal Avenue and Angela Street Extension), be adopted.
The roll call vote was as follows:
AYES: Councilmember Brandes, Butler, Mohr, Wilson, and Mayor Mercer
NOES: None
ABSENT: None

item 9h
Consideration of a Request from Pleasanton Garbaqe, Inc., to Increase Rates
for the Collection, Transport, and Disposal of Refuse and Garbaqe from the
City of Pleasanton
Councilmember Mohr abstained from participation in this item due to Con-
flict of Interest.

Mr. Walker presented the report of the Assistant City Manager {SR 88:311)
dated July 5, 1988, regarding this matter.

Mayor Mercer declared the public hearing open.

No one in the audience spoke in favor of or in opposition to the item.

- 12 7-5-88
