459 <br /> Consider Adoption of Negative Declaration <br /> Mayor Mercer declared the public hearing open on this item, and continued <br /> it to the meeting of December 20, 1988, 7:30 p.m., in the Pleasanton Council <br /> Chambers, at the request of the applicant. <br /> <br /> item 9d <br /> GP-88-4, Application of Jeanette Westbrook to amend the Land Use Element <br /> designation of the General from Low Density Residential to Medium Densit~ <br /> Residential for an approximately 14 acre site located on the north side of Old <br /> Dublin Canyon Road generally in the area approximately 5,000 feet west of the <br /> intersection of Foothill Road and Old Dublin Canyon Road <br /> <br /> Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report {SR 88:279) dated June 21, 1988, regarding <br /> this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br /> negative declaration. <br /> <br /> Ms. Jeanette Westbrook, owner of the parcel, stated she and her family <br /> moved to this area in 1965; in 1974 they purchased this fourteen acre parcel <br /> for investment. Almost two years ago she made application to start the <br />C} development process on the property, but John Ferreri requested that she wait <br />C]O until his development had been considered, which she did. Now after nearly <br />C'f} fourteen years it is her turn; the Lusk Company has spent over a year working <br />~ on plans for the parcel, which is close to the shopping center, 1-580 and 1- <br /> 680, is ideal for affordable housing, and fits in well with the Dublin Canyon <br />~ corridor. <br /> <br /> Mr. John Zelhofer, representing the Lusk Company, stated the development <br /> would be like the Muirwood homes they built, under the name of Broadmoor. The <br /> only change is to medium density and he is requesting this amendment based on <br /> timing and a chance to get in line for the planning process. He stated that <br /> low density adjacent to high density seems inappropriate; medium density will <br /> be more compatible. He presented a conceptual plan for the proposed town- <br /> houses. He advised that traffic is the main issue; he had a traffic study <br /> done by TJKM which reveals that at the present time traffic levels would be <br /> unacceptable, however when the completion of the Stoneridge Drive improvements <br /> the traffic level would be at los D, which is acceptable. If traffic is the <br /> main issue he would be agreeable to a condition to state that the project <br /> could not be started until completion of the Stoneridge Drive interchange. <br /> <br /> Mayor Mercer asked how much grading would be required for this project. <br /> Mr. Lusk advised it would not be extension; the open space would remain as it <br /> is now. Mayor Mercer asked if they planned to build a soundwall for noise <br /> abatement. Mr. Lusk stated they have planned for a soundwall. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br /> closed on the application and the negative declaration. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br /> Councilmember Butler, that Resolution No. 88~290, denial of GP-88-4, applica- <br /> tion of Jeanette Westbrook to amend the Land Use Element designation of the <br /> General Plan from Low Density Residential to Medium Density Residential for an <br /> <br /> 11 - 6-21-88 <br /> <br /> <br />
