457 <br /> approximately 14 acre site located on the north side of Old Dublin Canyon Road <br /> generally in the area approximately 5,000 feet west of the intersection of <br /> Foothill Road and Old Dublin Canyon Road, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr and Mayor Mercer <br /> NOES: Councilmember Wilson <br /> ABSENT: None <br /> <br /> Because of the above vote, no action was taken on the Negative Declaration <br /> accompanying this application. <br /> <br /> item 9e <br /> GP-88-5, Application of the City of Pleasanton to amend the Land Use Element <br /> of the General Plan Regarding Determination of Population Mark <br /> <br /> Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 88:288) dated June 21, 1988, regarding <br /> this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br /> negative declaration. <br /> <br />C) No one in the audience spoke in favor of or in opposition to the item. <br /> <br /> Mayor Mercer declared the public hearing closed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Mayor Mercer, that <br /> Resolution No. 88-291, determining on the basis of a review of initial en- <br /> vironmental study done for this project, that no significant environmental <br /> impact would occur as outlined in the City's guidelines and that a negative <br /> delaration is appropriate in connection with GP-88-5, application of the City <br /> of Pleasanton to amend the Land Use Element of the General Plan regarding <br /> determination of population mark, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Councilmember Brandes stated this is a matter that has been discussed in <br /> depth for several years about benchmarks, etc., and when Council did pass the <br /> 62,000 benchmarks it did leave a loophole which he felt was appropriate to be <br /> dealt with so that it can be closed. As it stands now, and as the staff re- <br /> port shows, there is a benchmark of 62,000. That would leave approximately <br /> 128 units per year beyond what has already been approved until year 1996. <br /> <br /> It was moved by Councilmember Brandes that the benchmark include all prop- <br /> erties within the City Limits of Pleasanton as of 1996, and not solely the <br /> population of the City Limits of Pleasanton as of 1987, and that the benchmark <br /> be adjust to 65,000. <br /> <br /> The motion died for lack of a second. <br /> <br /> Councilmember Wilson stated he objected to the motion - the benchmark is <br /> 62,000, however, under the motion that was made to set the benchmark at 62,000 <br /> it opened a loophole for properties that were not within the City of Pleasan- <br /> ton on August 1, 1987.
