461 <br /> Mr. Tom Treto, land planning consultant, 231 Main Street, representing the <br /> School District, stated they concur with the staff report, and that the loca- <br /> tion has been reviewed, visited and approved by the State Board of Education. <br /> <br /> Councilmember Brandes stated he did not see anywhere in the negative dec- <br /> laration that there had been any testing for toxics along the railroad tracks; <br /> he felt this should be included. Mr. Swift advised that the negative declara- <br /> tion does not specifically allude to toxics carried by trains; there are more <br /> hazardous materials carried by truck than by train. He stated that most train <br /> traffic occurs at night. He added the only mitigation Council could take <br /> would be to find a different location for the middle school. <br /> <br /> Councilmember Butler stated there are hazardous materials safeguards in <br /> all City elements and to hold up the project because of this is illogical. He <br /> asked whether or not the stop sign at Case and Bernal Avenues could be <br /> removed.
