415 <br /> <br /> Mayor Mercer declared the public hearing open. <br /> <br /> No one in the audience spoke in favor of or in opposition to the item. <br /> Mayor Mercer declared the public hearing closed. <br /> <br /> Mayor Mercer stated that representatives from the Valley met with BART <br />Board of Directors yesterday in a further attempt to get bus service to Santa <br />Rita prison in order to transport released prisoners from the jail site. He <br />advised that BART is unwilling to do so at this time; they willing to provide <br />service from 6:30 a.m. to 9:30 a.m. and from 3:30 p.m. to 6:30 p.m., but <br />prisoners are not released within that time schedule which means they would <br />have to walk to the Hacienda park-and-ride lot to catch a bus out of the <br />Valley. <br /> <br /> Councilmember Brandes stated that if prisoners go to Hacienda Business <br />Park to catch a bus that would mean that there could be literally hundreds of <br />people there who don't have any business there. <br /> <br /> Mayor Mercer suggested this item be continued to the first meeting in <br />January, 1989, to allow Valley representatives, LAVTA, and BART to work on a <br />satisfactory solution to this problem. He stated he is concerned that if the <br />Hacienda Business Park park-and-ride lot is established before bus service is <br />provided to the jail, the situation will never change. <br /> <br /> Mr. John Dever, representing Hacienda Business Park Owners Association, <br />agreed to the continuance of this item to the first meeting in January 1989. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, <br />that AP-88-11, Appeal by the City Council of Planning Commission action ap- <br />proving application of Hacienda Business Park Owners Association, UP-88-14, <br />for a conditional use permit to operate a park-and-ride lot facility to be <br />located on a portion of an approximately 2.3 acre site located at the <br />southeast corner of the intersection of Chabot Drive and Owens Drive, be con- <br />tinued to January 3, 1989, 7:30 p.m., in the Pleasanton Council Chambers. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wilson <br /> <br />item 9f <br />Resolutions Making Application to LAFCO and Agreeing to the Exchanqe of Prop- <br />erty Tax Revenue for Annexation No. 100 (Picard) <br /> Nr. Elliott presented his report {SR 88:253) dated June 1, 1988, regarding <br />this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the item. <br /> <br /> Mr. Fred Hempy, 5000 Foothill Road, representing Roger Picard, stated that <br />Mr. Picard had requested annexation before but LAFCO stated it was not <br />feasible until the Lafayette property was willing to annex to the City; those <br />annexation proceedings were approved by Council at the last meeting.
