He stated this ordinance was originally introduced on March <br /> 15, 1988, by a vote of 5-Ayes, and continued from the meeting of April 5, <br /> 1988. He also presented an amended draft ordinance incorporating suggestions <br /> from the Police Department, which requires the use of an Echo PB4500 leaf <br /> blower. This particular blower is much quieter than other blowers. <br /> <br /> Mr. Ron Berkheiser, 1893 Cortez Court, stated he originally brought this <br /> matter to the attention of City Council because of the excessive noise from <br /> leaf blowers at the Amador Shopping Center, which disturbed his sleep. He <br /> questioned the 73 dBA level set forth in the staff report, stating that in his <br /> location the noise level is 63-65 dBA and at that level leaf blower noise cre- <br /> ates an adverse impact. He stated he prefers Livermore's ordinance which <br /> reads as follows: <br /> <br /> "The operation of any noise-creating blower, power fan or internal combus- <br /> tion engine, the operation of which causes noise due to the explosion of <br /> operating gases or fluids is prohibited, unless the noise from such blower <br /> or fan is muffled and such engine is equipped with a muffler device to <br /> deaden such noise in such a manner so as not to be plainly audible at a <br /> distance of either seventy-five feet from the source of the noise, or <br /> between the hours of eleven p.m. to seven a.m." <br /> <br /> Mr. Berkheiser felt this would more adequately address the problem at the Ama- <br /> dor Shopping Center as well as other centers, and he requested that it be <br /> adopted immediately. <br /> <br /> Mr. Tom Dean, 3089 Yuma Way, resident near Nob Hill Shopping Center, <br /> stated he finds blowers from the Center are offensive, especially on weekends. <br /> <br /> Mr. Stan Zerodny, sweeper at the Amador Shopping Center, stated he sym- <br /> pathizes with those who bought homes near shopping centers, airports, and <br /> <br /> 9 - 5-17-88 <br /> <br /> <br />
